a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). This
notice is being issued as a Request for Offer for: 1. one small
precision hot platen press with AvPro CSS200 or an equal computerized
data acquisition and control, 2. installation and training, and 3. one
manual each for press and software. These items shall meet the
following requirements: STATEMENT OF WORK/SPECIFICATION 1. The press
shall be of a four-post design using low friction bushings for the
moving bolster. 2. The maximum capacity of the press shall be at least
2000 lbs force. 3. The press shall afford at least 5" of daylight
between the moving and fixed platens when the press is fully open. 4.
The press shall have electrically heated platens capable of reaching at
least 800 0F 5. The platen heaters shall be replaceable. 6. The platens
shall be steel and at least 8" X 8" in size 7. The platens shall be
surface ground flat to within +/- 0.001 inch per foot of span and
adjustable parallel to within +/- 0.001 inch per foot of span. 8.
Platens shall be insulated from their mating bolster. 9. The moving
bolster shall be water-cooled. 10. Air, mist, and water-cooling shall
be available for the platens. 11. The press shall be capable of
controlling the generated force with sufficient accuracy and stability
to control the applied part pressure to within +/- 20 PSI on a 0.5"
diameter tool. 12. The press shall be equipped with and controlled by
an AvPro CSS 200 or an equal data acquisition and control system
equivalent to the systems that control the existing presses and
autoclave in the polymers branch's processing laboratory. 13. The data
acquisition and control system shall be capable of controlling all
heating, platen pressure, and cooling functions of the press. 14.
Primary control shall be based on part temperature, with platen control
available as an option. 15. The system shall include a copy of the
current version of the AvPro CSS 200 or an equal data acquisition and
control software. 16. The system shall include a Windows 98 based
computer. 17. Primary data storage shall be done on an existing
Government-owned branch server. 18. NASA shall provide 208V 20A single
phase power, compressed (house) air, water, drain, ventilation and
10Base-T ethernet connections within 5 feet of the selected site for
installation. 19. Delivery is to include a full set of manuals for
software and press, which may include, but is not limited to : user,
system, troubleshooting and maintenance manuals. 20. Contractor shall
install within 30 days of delivery. 21. Contractor shall provide
training concerning the proper operation of the system at Glenn
Research Center upon completion of the installation. The provisions and
clauses in the RFQ are those in effect through FAC 97-16. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 3821
and 500, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to NASA Glenn Research Center, 21000 Brookpark Road,
Cleveland, OH 44135 is required within 90 days ARO. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above are due by June 8, 2000
4:30 p.m. local time and may be mailed or faxed to Marilyn D. Stolz,
21000 Brookpark Road, M.S. 500-306, Cleveland, OH 44135 and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
