Barbara.A.Hackett@usace.army.mil. The U.S. Army Corps of Engineers,
Walla Walla District, has a competitive requirement for all labor,
material, equipment, and plant to fabricate and install new perforated
plates on extended length submerged bar screens (ESBS) at McNary Dam,
Umatilla County, Oregon. Requirement originally synopsized in CBD
March 1, 2000. Synopsis of April 3, 2000 postponed the requirement.
Requirement is now active again. All installation work at the project
site will be performed in the dry. There will be no underwater diving
work. Perforated plates vary in size from approximately 4 feet by 5
feet to 1 foot by 5 feet in outside dimension. Plates are one-fourth
(1/4)-inch thick steel, with 1-inch diameter holes placed in a specific
pattern. Holes have tapered sides, with hole diameter 1-inch on one
face of the plate and approximately 1-1/4th inch on the opposite face.
Steel angles and backing bars are welded to the plates for stiffness
and to allow bolting of the plates to the ESBS structures. There are 29
perforated plates on each ESBS and 43 ESBSs which require new plates.
A total of 1,189 perforated plates will be required. All plates,
angles, and backing bars will be stainless steel. The existing plates
must be removed before new ones are installed. Approximately 14,000
stainless steel cap screws, 7/8 9 UNC 2A x 2-1/2-inch long, hex heads
are required to attach perforated plates to ESBSs. Miscellaneous
stainless steel and carbon steel fabricated items and stainless steel
cap screws will also be required. The intention is for contractor to
complete fabrication and installation of perforated plates on two (2)
ESBSs. The Government is currently evaluating similar plates and will
make a determination in late summer or early fall whether to award the
optional item for fabrication and installation of perforated plates on
the remaining 39 ESBSs. Contract completion, if optional item awarded
shall be 360 calendar days after contract award. Transportation costs
f.o.b. destination. PROCUREMENT UNRESTRICTED. Size standard for
identification of small business concerns under Standard Industrial
Classification Code 3443, is that the average employment, based on the
number of persons employed on a full-time-, part-time, temporary, or
other basis during each of the pay periods of the preceding 12 months,
shall not exceed 500 employees. If a large business is selected for
this procurement, said business must comply with FAR 52.219-9 regarding
the requirement for a SUBCONTRACTING PLAN on that part of the work it
intends to subcontract. The subcontracting GOALS are that a minimum of
61.2 percent of the contractor's intended subcontract amount be placed
with small businesses (SB), including 9.1 percent with small
disadvantaged businesses (SDB). A minimum of 5 percent of the intended
subcontract amount shall be placed with woman-owned small businesses
(WOSB). It has not been determined if BONDING will be required. All
responsible sources may submit an offer, which will be considered by
this agency. Firms that have previously requested the solicitation
package will remain on the bidders mailing list and do NOT need to
