information. This is a combined synopsis/solicitation for commercial
items prepared in accordance with FAR Part 13 and 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. The Request for Quote (RFQ)
number is N00244-00-T-0997. The Fleet and Industrial Supply Center, San
Diego, CA requires four (4) tons/yr of Air Pollution Emission Reduction
Credits (ERC) for Volatile Organic Compounds (VOC) Off-Sets to support
an upcoming Restricted Availability (RAV) 3-5 on the USS Dolphin (AGSS
555) and to comply with permitting requirements at Naval Station, San
Diego, CA under applicable laws respecting control and abatement of air
pollution. Certificates will be issued in the name of Portsmouth Naval
Shipyard. Only ERCs banked with San Diego Air Pollution Control
District (SDAPCD), pursuant to SDAPCD rule 26, et seq, as of EFQ
closing are eligible for transfer to the Navy for this purpose. All
ERCs shall be Class A, real and permanent reductions and transfer shall
be accomplished within 3 days after the contract award date. The
proposed contract is anticipated to be Firm-Fixed Price and the
requirement will be solicited on an unrestricted basis. Provision
52.212-1, Instruction to Offerors-Commercial, applies to this
acquisition 52.212-2, Evaluation-Commercial Items is applicable to this
acquisition. Clause 52.212-4, Contract Terms and Conditions-Commercial
Items applies. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items
applies with the following applicable clauses for paragraph (b): FAR
52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative
Action for Handicapped Workers; FAR 52.222-37, Employment Reports on
Special Disabled Veterans and Veterans of the Vietnam Era. DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items applies with the following clauses applicable for
paragraph (b) DFARS 252.225-7001, Buy American Act and Balance of
Payment Program. The government may elect to award single or multiple
orders for the same and similar supplies to two or more sources under
this solicitation. Provision 52.232-2, Evaluation-Commercial Items,
applies with paragraph (a) completed as follows: Award will be made to
the offeror that meets the solicitation's minimum criteria for
technical acceptability at the lowest price. To be determined
technically acceptable, the offeror must be registered with the San
Diego Air Pollution Control District (SDAPCD). Note: The full text of

Acquisition Regulation Supplement (DFARS) can be accessed on the
Internet at www.dtic.mil/dfars. Parties responding to this solicitation
may submit their offer in accordance with their standard commercial
practices (e.g. on company letterhead, formal quote form, etc.) but
must include the following information : 1) Company's complete mailing
and remittance addresses, discounts for prompt payment, if any (e.g.
1% 10 days), company CAGE Code, Dun & Bradstreet number, and Taxpayer
ID number). Offerors shall include a completed copy of the provision at
FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items with their offer. Offers are due no later that 3:00 PM PST 9 Jun
2000 and will be accepted via FAX (619_532-2347) or via e-mail
(jacqueline_h_bruyn@sd.fisc.navy.mil). Quotes submitted as an
attachment to an e-mail should be sent in Word Version 6.0 or higher.
