This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplement with additional infromation included in this notice. This constiutes the only solicitation; quotes are being requested and written solicitation will not be issued. This solicitation is being issued as a Request For Quotation number F03602-00-T0227. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Cirular 97-17. This is a 100% set aside for small business concerns. The SIC code for this solicitation is 0782. The small business size standard is $5.0 million dollars. The contractor shall provide all material, supervision, equipment and supplies to remove approximately 230 shrubs and plant approximately 175 shrubs along Arnold Drive, Little Rock AFB, AR, and other work as indicated in the following statement of work. Item 1: Shrub, Silverberry (5gal) Estimated 130 EA. Item 2: Shrub, Cherry Laurel (5gal) Estimated 25 EA. Item 3: Shrub, Leyland Cypress (5gal) Estimated 20 EA. Item 4: Sodding Estimated 8400 SF. Item 5: Planting, Heavy Soil (5gal) Estimated 175 EA. Item 6: Remove Existing Red Tip Shrubs Estimated 230 EA. Item 7: One Year Maintenance of New Shrubs 1 LS. Performance period for Items 1-6 is 21 calendar days. Period of performance for 1 year maintenance is 365 calendar days after acceptance of Items 1-6. The purpose of existing shrubs is to provide a natural screen wall between Base Housing and Arnold Drive. Some shrubs have been infected and or killed by the spotted leaf fungus, thus making density of plants inadequate in some areas. The attached drawings indicate approximately where shrubs are to be removed and planted (see attached drawings). The contractor shall provide a sketch or drawing indicating the proposed layout of new shrubs, to include quantity and type of shrubbery used. The layout should utilize all three varieties to the extent possible to provide an attractive view-scape along Arnold Drive. The shrubs shall be planted at spacing appropriate to each variety so that at maturity the screen wall has a uniform density and provides maximum privacy in housing areas. In areas where shrubs will be planted under power lines, the variety of shrubs, when fully mature, will not extend within 8 feet of the power lines (without requiring pruning). Debris shall be removed from the base promptly, and as feasible, all equipment and materials shall be removed or secured at the end of each day. The Contractor is responsible for the daily cleanup of all work areas and debris that has escaped from the construction site. Removal of debris and other material shall be handled, transported, stored, and disposed of by the Contractor and his Subcontractors in accordance with all applicable federal, state or local laws, ordinances, regulations, court orders or other types of rules or rulings having the effect of laws. These restrictions shall apply both on and off base. Contractor shall submit for approval the name and location of the proposed landfill site and types of material for which the site is certified. Contractor shall also submit with the regular progress reports, tickets showing yardage, tonnage dumped, and estimates by yds or lbs of each type of material dumped. The new shrubs shall be maintained by the contractor for one year to ensure the shrubs live. Within the 1 year maintenace period, if any of the new shrubs die or become diseased, the contractor will be responsible for the replacement of the dead or diseased shrubs. The contractor, as part of the required maintenance, will be responsible for any watering in excess of rainfall. The government will not water the new shrubs during the one-year maintenance period. A source of water will be available on base for the contractor's use during planting operations and the maintenance period. Little Rock Air Force Base duty hours are 7:30 a.m. to 4:30 p.m. all days of the week except Saturday, Sunday and Federal Holidays. No work will be performed at any time other than normal work week without obtaining written approval of the Contracting Officer. (If weekend or evening work is required due to utility outages or other requirements, such work shall be with prior approval of the Contracting Officer, and accomplished at no additional cost to the Government.) The Contractor is responsible to visit the project site prior to, and during, the course of construction to verify existing conditions, actual sizes, and other requirements outlined in this statement of work. As work nears completion, the Base Civil Engineering Construction Inspector (CI), as the Contracting Officer's designated representative, and the Contractor's quality control representative or his superintendent will thoroughly inspect the work and generate a deficiency (punch) list. When this list has been cleared, the CI will schedule a preliminary inspection for the CE Construction Manager (CE/CM) to participate, using organization and government specialists of the systems installed under the contract. When alldeficiencies are corrected, the Contractor shall request a final inspection. The final inspection will be conducted by the CE/CM, and attended by the Contractor and the Contracting Officer representative. For phased work, this process may be repeated for each phase. Workers shall not enter the occupied portion of the building to use restrooms, telephones, or other facilities. Smoking is prohibited in all government facilities under this contract. The Contractor is responsible to obtain all necessary security passes for his personnel and vehicles. Contractor_s superintendent shall be equipped with a cellular telephone and be reachable by telephone at any time during the normal workday. The cellular phone number shall be a local call from Little Rock AFB. Contractor_s superintendent shall be reachable, by telephone or pager, 24 hours a day, seven days a week for the duration of the project. Payment for shrubs and planting will be made at the contract unit price per each and shall be full compensation for preparation of bed, setting shrubs, fertilizer, and etc. complete in place. Sodding in place will be measured by square foot as measured along slope distances of areas disturbed during landscaping activities. Payment will be made at the unit price bid per square foot for _sodding_ which price will be full compensation for the preparation of sub-grade, sod, lime fertilizer, and water including labor, tools, equipment, and incidentals necessary to complete the work. Removal of existing shrubs will be measured per each shrub actually removed. Payment for shrub removal will be made at the contract unit price each and shall be full compensation for removal, hauling, and disposal. One year maintenance of shrubs will be paid at the contract lump sum price and shall be full compensation for providing all labor required for watering/maintaining shrubs and all labor and materials required for replacing any shrub that becomes diseased or dies during the maintenance period. Payment will be made after the performance period for Item 7. Acceptance time will be 10 days from bid opening date.
