The Naval Surface Warfare Center, Carderock Division (NSWCCD) anticipates procuring, on a sole source basis, an integrated shipboard in-line oil debris and condition monitoring system for land-based and shipboard test and evaluation purposes. The System will provide detection of debris in oil flow and real time monitoring oil condition. This procurement will provide one system with an option for purchase of one additional unit. It is intended that a sole source contract be awarded to GasTOPS (a Canadian Corporation), 1011 Polytek Street, Ottawa, Ontario, Canada K1J9J3. Note 22 applies to the extent that the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1).
