plans to issue a Request for Offer (RFO)for a prototype micro fourier
transform spectrometer(FTS). The technical objectives for the hybrid
instrument will be to design and implement a vacuum-compatible
actuation mechanism; characterization of the microstage translation as
it relates to the FTS resolution and accuracy; perform overall
configuration, operation, analysis of FTS,and demonstation of hybrid
prototype with an infrared or visible source. NASA/LaRC intends to
purchase the items from Sigma Research and Engineering under the
authority of 10 U.S.C. 2304(C)(1)pursuant to FAR 6.302-1. Sigma
Research and Engineering is the only known source that demonstrates a
unique and innovative concept for miniaturizing a Fourier Tranform
Spectrometer for planetary missions. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on June 18,2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government.
