Research Unit (CRU), Radiation Epidemiology Branch, Division of Cancer
Epidemiology and Genetics, National Cancer Institute (NCI), plans to
procure the services of MJP Risk Assessment, Inc., Idaho Falls, ID. The
CRU is a joint sponsor on two collaborative epidemiological studies,
one in Belarus (BY) and one in Ukraine (UA). MJP Risk Assessment shall
provide the following services: (1) perform a critical review of the
analytical methods used by the scientists in BY, UA, and Russia (RU) to
estimate thyroid doses from 131I on the basis of the measurements made
after the Chornobyl accident and propose possible improvements; (2)
analyze the quality control procedures used to make sure that the
adopted methods are correctly implemented; (3) estimate the
contributions to the thyroid dose, relative to 131I, or other
radionuclides released during the Chornobyl accident, for the children
in several regions of UA and BY, and for various scenarios of intake:
(A) short-lived radioiodines (132I and 133I) and 132Te; (B)
radionuclides other than radioiodines, incorporated into the body; and
(C) radionuclides other than radioiodines, deposited on the ground,
and giving rise to external irradiation; (4) review the project
associated dosimetry work done by the dosimetrists from BY, UA, and RU;
and (5) attend meetings in BY and UA related to the activities of this
procurement, NCI Project site visits (dosimetry related), NCI/BY/UA/RU
Collaborators Dosimetry Meetings, etc. This effort requires that the
contractor shall:(1) have experience in working with experimental
studies related to the behavior of radioiodines in nuclear reactors and
in the environment, in particular, to have participated in dose
reconstruction studies in the former Soviet Union; (2) possess
experience and expertise in the fields of radiation protection
instrumentation, radioecology, and thyroid dosimetry; (3) possess a
good understanding of the culture of the people in the geographic areas
noted and be able to interact effectively with the scientists,
particularly the dosimetrists;(4) be able to travel 5-6 times per
calendar year to BY, and UA; and (5) provide own office space,
equipment and supplies. MJP Risk Assessment, Inc. is the only source
known to the NCI investigator who meets all of the aforementioned
needs. It is anticipated that an award of a one year base period with
three, one year options will be made. This is not a solicitation for
quotes. However, if any interested party believes it can meet these
requirements, it may submit a original and one copy of its capability
statement to the contracts office by June 21, 2000 at 1:00 PM EDT
(local Washington, D.C. time). Information furnished must be in writing
and must contain materials in sufficient detail to allow NCI to
determine if the party can perform the requirement. A determination by
the Government not to compete this proposed contract based upon
responses to this notice is solely within the discretion of the
government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
