(504)697-4535 Naval Sea Systems Command (NAVSEA) on behalf of the
Program Executive Office for Information Technology (PEO(IT)) intends
to competitively solicit requests for proposal for the development of
the Navy Recruiting and Accession Management System (NRAMS). This
procurement will be conducted in multiple phases with initial awards to
two vendors. The first phase allows for concept design and
demonstration to reduce risk. NAVSEA will then select one vendor to
continue system development in the subsequent phases. The purpose of
NRAMS is to provide Commander, Navy Recruiting Command (CNRC) with a
modern, responsive and flexible information system to support
recruiting and accessions management needed to meet Navy personnel end
strength. Additionally, NRAMS will replace aging legacy systems and
interface with other Department of the Navy (DoN) and Department of
Defense (DoD) systems. NRAMS will provide an open architecture
framework that integrates CNRC's desired functionality into a single
information system that enables future enhancements. This program will
be executed under the authority of Section 845 of the National Defense
Authorization Act of Fiscal Year 1994 as amended by Section 804 of the
National Defense Authorization Act for Fiscal Year 1997. At a future
date, NAVSEA intends to conduct a program briefing, which will include
a demonstration of current legacy systems, at CNRC, located in
Millington, TN. All business organizations interested in attending the
