The Naval Research Laboratory (NRL-SSC) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1). NRL will negotiate with C & M Technology, Inc., Old Saybrook, CT, for enhancement of NRL's current sea-going SVLA acoustic data acquisition system, which was built by the prospective contractor. The system requirement includes- CLIN 0001: PC-Based LabVIEW Data Recorder (Ship or Buoy-located). The PC-based telemetry record system will replace NRL's existing VME-based record system. The equipment must record NRZL telemetry to a bank of hard drives aboard buoy or aboard ship. The drives must be unpluggable as a group and swapped with a second set. The sub-items under CLIN 0001 shall include: (i) Rack-mount Industrial PC, keyboard and mouse, SCSII interface, (ii) Telemetry bit synchronizer, (iii) Telemetry Decommutator, (iv) 7 x 36 Gbyte SCSII hard drives, (v) LabView GUI software, and (vi) GPS/PCI time code board. CLIN 0002: Surface Telemetry Buoy (STB). The STB shall be similar to the ones currently owned by NRL. The STB shall house the system battery pack, radio equipment, and control electronics. Deliverable CLIN 0002 equipment shall include: (i) 24-battery, 72 volt power pack (18.7kwhrs), (ii) Data and command antennas (omni), (iii) Remotely-controlled retractable antenna mast, (iv) Electronics package with downlink command decode and telemetry interface, and, (v) Mating connector to existing, armored, FO umbilical cable. The Government will provide the Telemetry transmitter and RF modem, currently owned by NRL as GFE. CLIN 0003: Spare STB Battery Pack. CLIN 0004:Second Block of SCSI disk drives consisting of 7 disk drives of 36 Gbytes each, in a removable package. Vendors who feel that they can provide the above services shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis. Responses received after 15 days or without the required information will be considered to be non-responsive to the synopsis and not be considered.
