Because the U.S. Agency for International Development (USAID) considers this requirement to be primarily assistance for a public purpose, an assistance instrument (Cooperative Agreement) is the most appropriate mechanism. As such the previous notice is modified to announce the issuance of a Request for Applications (RFA) rather than a Request for Proposal (RFP). USAID plans to award a three year Cooperative Agreement. It is anticipated that funding of $1.66 Million will be available for this activity. The successful Recipient will implement a Local Environmental Action Program (LEAP) in Ukraine by transferring and adapting the methodologies and lessons learned in other CEE countries, including from the USAID-funded Local Environmental Action Program (LEAP) in Poland, as summarized below. This pre-application notice will be followed by a formal RFA, containing additional details. USAID expects to issue the RFA via the USAID website (information below) o/a June 5, 2000. The Recipient will demonstrate methods for identifying environmental priorities and addressing these priorities in ways that protect human health and the environment and that stimulate the local economy. This activity will 1) conduct demonstration LEAPs in selected communities, 2) develop training materials, guidelines and other tools for use by Ukrainian communities, 3) train Ukrainians as LEAP experts capable of assisting communities in LEAP implementation, and 4) build a LEAP network among municipalities and among environmental NGOs.
