02 JUN 2000. This is a combined synopsis/solicitation for a commercial
buy prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation that will be issued.
Proposals are being requested and a written solicitation will not be
issued. Solicitation F29650-00-QV021 is issued as a Request for
Proposals (RFP). This solicitation and the incorporated clauses and
provisions are those in effect through Federal Acquisition Circular
97-17. The SIC Code is 8299 and the small business size standard is
$5.0 million. This acquisition will not be set-aside for small
business. The 377th Contracting Division, Services Flight, at Kirtland
AFB, NM intends to award a sole-source acquisition utilizing
Simplified Acquisition Procedures. STATEMENT OF OBJECTIVES (SOO): The
contractor shall provide a Statement of Work describing in detail what
formal, recurring (annual) functional check flight (FCF) training to
aircrew and maintenance personnel shall consist of academics covering:
UH-1N airframe, drive train, power plant, fuel systems, hydraulics,
electrical and vibration troubleshooting training and FCF procedures.
Training shall cover the flight line coverage of UH-1N static and
power-on pre-flights, power-on FCF checks, FCF checks with engines at
idle and full power, all utilizing a government-owned UH-1N helicopter;
at least 2.5 hours of flight training; FCF flight training to occur
during daylight visual flight rules; Contractor to supply courseware to
all students attending; Contractor provides qualified FCF pilot(s); one
course per year; and at least 10 students to be trained. The period of
performance are as stated in the following Contract Line Item Numbers
(CLINS): CLIN 0001: PERIOD OF PERFORMANCE: In accordance with FAR
12.603(c)(2)(vii), The Base Period of Performance shall occur 11
September 2000 through 15 September 2000. One complete Training Course
at $___________________ Each. CLIN 0002: PERIOD OF PERFORMANCE: Option
I Period is 01 October 2000 through 30 September 2001. One complete
Training Course at $___________________ Each. CLIN 0003: PERIOD OF
PERFORMANCE: Option II Period is 01 October 2001 through 30 September

0004: PERIOD OF PERFORMANCE: Option III Period is 01 October 2002

Offerors -- Commercial Items, is to include a written detailed proposal
stating how the offeror will meet the Statement of Objectives as stated
above. FAR 52.212-2, Evaluation -- Commercial Items, applies and the
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government based on compliance with the
basic training requirements stated in the attached SOO and price. All
offerors must include a completed copy of the provisions included in
FAR 52.212-3, Offeror Representations and Certifications -- Commercial
Items, with its offer. FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, and FAR 52.212-5, Contract Terms and Conditions
