www.crane.navy.mil/supply/announce.htm. A Basic Ordering Agreement
(BOA) was entered into between the Navy and Northrop Grumman,
California Microwave Systems (CMS), 6036 Variel Avenue, Woodland Hills,
CA 91367 on 28 September 1998 for a total estimated amount of
$50,000,000.00. The BOA has a five-year ordering period from 28
September 1998 through 27 September 2003. This BOA is for engineering,
technical, logistical, and program management support services in
support of Government C4I systems. The BOA includes hardware, hardware
and software design, prototyping, Engineering Development Models
(EDM), technical support, test planning and documentation, field
support, training support, and on-site Contractor Engineering and
Technical Support (CETS). Tasks also include data connectivity, Defense
Message System (DMS) migration, application-level intelligence
reporting, interoperability, systems integration, prototyping, software
design/maintenance, and engineering and technical support of C4I
systems. Orders are issued to CMS on a sole-source basis under the
authority of Class J&A number CR 10241. This J&A documents the
proprietary Communications Gateway System (CGS) as unique to CMS. The
following tasks have been performed under the BOA over the past
six-month period: Engineering services for the design, integration,
testing, deployment, operation and maintenance of an intelligence
collection and dissemination capability; Technical Engineering Support
for the Marine Corps Systems Command (MARCORSYSCOM), C4I Directorate,
APM Intelligence Systems, Command Information Systems (CIS), in
support of the AN/TSQ-90D Tactical Electronic Reconnaissance,
Processing and Evaluation System (TERPES) Upgrade, Technical Control
and Analysis Center (TCAC), and Intelligence Analysis System (IAS)
systems. Specifically, this effort includes engineering support
services for the TERPES and TCAC Software Support Agencies (SSA's);
Technical support services for software design, software maintenance,
system documentation, configuration management, data management,
application life cycle support, systems engineering and technical
support, platform design engineering and prototyping, and test planning
and documentation; Technical Engineering Support services for the
MARCORSYSCOM C4I Directorate in support of both fielded and
in-development C4I systems that are utilizing and/or related to the
Marine Corps-Communication Gateway System (MC-CGS), TERPES, TCAC, Radio
Reconnaissance Enhancement Program (RREP), Knowledge Based Translator
Technology (KBTT), Tactical Network Protocol (TNP) software programs
and the MAGTF Mission Planning System (MMPS); Delivery of products from
CMS to upgrade the CGS-100s to DMS/Y2k and for the development of the
security overlay for the new CGS-100 software; Provide hardware and
program/engineering support to SPAWAR System Center San Diego in
support of the Navy's Defense Message System (DMS). SSC-SD has a
requirement to design and/or procure products that provide messaging
gateway and DMS functionality; Efforts required to integrate the Joint
Tactical Terminal (JTT) into the IAS and support for the conduct of an
Operational Test and Evaluation (OT&E) of such integration; Support
requirement for up to 6 high volume, near fault tolerant, store and
processing systems designed for both the AUTODIN and DMS environments
at the Pentagon; Technical engineering support for the continuing
phased development, test and demonstration of a prototype MARCORSYSCOM
MAGTF Mission Planning System which will leverage in from the initial
design of MMPS. It is anticipated that work under the BOA for the
ensuing six-month period will include such tasks as the procurement of
a USMC SIGINT Mission Evolution Framework, together with a series of
mission plug-in modules; Services to engineer, furnish, install,
integrate, test, and make operational a CGS suite that will support the
DFAS transition from AUTODIN and legacy supporting systems to the DMS;
Providing hardware and engineering support to SPAWAR Charleston in
support of the DMS program; and an effort to design an Engineering
Development Model and software to support Transmitter Identification.
From its inception to date, the Government has issued orders totaling
approximately $25M. It is anticipated that this expenditure rate will
continue through the expiration of the BOA's ordering period. Point of
