Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to negotiate on a sole source
basis with Mr. David Anderson, Pasadena, MD, a former government
employee. Technical and spectrum policy support services are required
for the NTIA, Office of Spectrum Management's (OSM) Spectrum
Engineering and Analysis Division (SEAD) located in Washington, DC. The
support to be provided will assist SEAD in the areas of Global
Positioning System (GPS) and Ultra Wide-Band (UWB). This technical
support will include: a) preparing technical analyses examining the
interference impact to GPS, b) reviewing technical analyses of
interference impact to GPS, c) preparing detailed test procedures for
measuring the interference impact to GPS, d) preparing detailed test
procedures for measuring the interference impact of UWB transmissions
to radio communications systems, e) reviewing the GPS interference
susceptibility test data for accuracy, f) reviewing the UWB
interference susceptibility test data and providing guidance on
modifications to the test procedures, g) assisting in the preparation
of information that is to be presented at various meetings. This
requirement is for a twelve month period of performance with two option
periods of one year each. FOB Destination. The Contractor is the only
individual capable of performing this service because of his extensive
knowledge in the area of electromagnetic compatibility in conjunction
with his Government which enable successful completion of the contract
tasks. It would not be possible for another individual to achieve this
degree of knowledge in the time required for the completion of this
contract. Written responses to this synopsis shall contain sufficient
documentation to establish a bona fide capability to fulfill the
requirement. The necessary qualifications for this requirement consists
of an extensive technical education (advance degree is necessary);
expert knowledge in C3I, GPS, and new technical innovations, such as
UWB; proven real-time experience in tasks a. thru g. above; extensive
experience in writing, evaluating, and chairing National/International
fora to gain acceptability related to the above systems. Knowledge of
radio spectrum management for national acceptability consistent with
the United Nations/International Telecommunication Union. This synopsis
