Sources Sought Request- The National Imagery and Mapping Agency (NIMA) is seeking potential sources for managing, maintaining, controlling, and improving baseline Production Systems. These Production Systems are of critical importance to NIMA's mission for assuring information superiority for its customers. On Option, the contract will provide the same services for a subset of similar systems comprising the PETROS System, based at the Military Survey in Feltham, United Kingdom. The majority of the Production Systems are currently maintained by the Multi-Systems Maintenance Services Contract (MSMS). NIMA's Production Systems include production and communications systems, service segments, and networks at varying security levels, and include desktop computers, workstations, mini-computers, mainframe computers, and their peripheral devices and interfaces. All systems are operational; however, a number of systems are in various stages of recapitalization or migration towards replacement systems or updatedbaselines. The Production Systems are geographically dispersed, with elements potentially installed world-wide. The primary installed sites are currently at NIMA facilities in the Washington DC and St. Louis MO areas, the United Kingdom, and Bay St. Louis MS. Sustainment of stable production operations is a priority contract consideration. Close control of baseline configurations, interfaces, resources, and schedules is necessary. The contract must accommodate the addition of new and potentially unstable systems, managing all required transition activities necessary to establish a stable, production baseline under the control of the contract. Cooperation and close working relationships with supported customers, other contracts and contractors, and government teams are essential. The contract must be able to flexibly apply resources to performance areas and supported systems based on greatest immediate need. NIMA anticipates the contract will include the following performance areas: Program Management, Operations and Maintenance, Critical Infrastructure Protection, Transition of New Systems, Engineering and Development. 1. Operations and Maintenance COTS and custom software maintenance COTS and custom hardware maintenance computer operations help desk services customer support operations integrated logistics support (ILS) web site maintenance configuration management materials purchases system administration recap license management 3. Critical Infrastructure Protection access control system security accreditation risk and vulnerability assessments crisis operations contingency planning continuity of operations 4. Transition of New Systems production readiness assessment training staffing transition management baseline definition and control coordination with developers 5. The Government's objective in making this announcement is to obtain a listing of interested Contractors who are capable of providing maintenance and technical services for certain of NIMA's Production Systems and, optionally, a subset of equipment in the Untied Kingdom. The Government anticipates releasing a draft Statement Of Work for Industry comment in the fourth quarter of FY 2000.
