Lung, and Blood Institute for the National Institute on Drug Abuse
(NIDA), intends to negotiate on a noncompetitive basis with The Academy
for Health Services Research and Health Policy (AHSRHP) (a Non-Profit
Organization), 1130 Connecticut Avenue, NW., Washington, D.C. 20036, to
produce two issues of the "Connection" Newsletter. The issues will
include 6,500 copies each of the Fall 2000 and Spring 2001 publication.
Through competitive procedures AHSRHP was issued a purchase order to
produce 6,500 copies of the Fall 1999 and Spring 2000 issues of the
Connection Newsletter. AHSRHP successfully completed the production of
the connection newsletters thereby gaining an in-depth knowledge of
NIDA's mission. In order to maintain continuity for the production of
the connection newsletter and due to the knowledge gained by AHSRHP in
the initial competitive acquisition, an award to any other source for
this follow-on contract would result in a substantial duplication of
cost to the Government that is not expected to be recovered through
competition. The Statement of work for the Production of the 6,500
copies of the Fall 2000 and Spring 2001 Connection Newsletter is as
follows: BACKGROUND: As part of the ADAMHA Reorganization Act (P.L.
102-321), Congress transferred the National Institute on Drug Abuse and
two other research institutes to the National Institutes of Health
(NIH) and mandated that health services research activities be based in
the three research institutes. Health services research is defined in
Federal statute as "research endeavors that study the impact of the
organization, financing and management of health services on the
quality, cost, access to, and outcomes of care." One of a number of
health services research activities that were transferred to NIDA
during this reorganization was the support of the newsletter
Connection, which serves to link users and producers of drug abuse
services research. GENERAL REQUIREMENTS: 1) The contractor shall
furnish the necessary materials and equipment. 2) All work under this
contract shall be monitored by the Government (NIDA) Project Officer.
SPECIFIC REQUIREMENTS: The documents prepared are to be of high
professional quality and suitable for publication and distribution to
the field. This project will include the following tasks: A)
Development of ideas for newsletter stories through in person and
telephone consultation with experts in the fields of drug abuse and
Health Services Research, and the Project Officer, and holding an
Editorial Board meeting in Washington D.C. A one to two page
memorandum, for each issue, describing planned stories will be
submitted to the Project Officer for review and approval, at least 30
days prior to scheduled printing of the newsletter issue. B) Writing
copy, editing copy, and production of proofread material with
appropriate art and graphic displays. C) Arranging for Project Officer
review and approval of newsletter galleys, at least 15 days prior to
scheduled reproduction of each newsletter issue. Any changes required
by the Project Officer shall be incorporated. Maintenance of uniformity
in language, content, style, and clarity will be required. D) After
approval of galleys by the Project Officer, reproduction and
distribution of the 6,500 copies of each issue of Connection to users
and producers of drug abuse services research is required.
Dissemination is to AHSRHP membership, NIDA grantees, and participants
at major health related meetings (e.g., AHSRHP and APHA annual
meetings and other Drug Abuse Treatment Associations). The papers
purchased under this contract will be understood to be in the public
domain. PERIOD OF PERFORMANCE: The period of performance is from
September 1, 2000 through July 31, 2001. DELIVERABLES: 1. Two copies of
a one to two page memorandum describing planned stories for each
Connection newsletter. 2. One set of galleys for each issue. 3.
Distribution of 6,500 copies of each Connection newsletter to users and
producers of drug abuse services research. Dissemination is to AHSRHP
membership, NIDA grantees, and participants at major health related
meetings (e.g. AHSRHP and APHA annual meetings). 4. One evaluation
report on the newsletter. SCHEDULE OF PERFORMANCE: The schedule of
performance for the Fall 2000 issue is as follows: 1) Editorial Board
Meeting report is due no later than September 30, 2000. 2) Draft Camera
Ready Copy is due on November 30, 2000. 3) Final Camera Ready Copy is
due on December 15, 2000. 4) Documentation of Mailing of 6,500 copies
is due on December 30, 2000. The schedule of performance for the Spring
2001 issue is as follows: 1) Editorial Board Meeting report is due on
March 30, 2001. 2) Draft Camera Ready Copy is due on May 15, 2001. 3)
Final Camera Ready Copy is due on May 30, 2001. 4) Documentation of
Mailing of 6,500 copies is due on June 30, 2001. 5) Evaluation Report
is due August 30, 2001. This acquisition is being conducted under
simplified acquisition procedures and is exempt from the requirements
of FAR Part 6. The Standard Industrial Classification (SIC) code is
8733, Size Standard $5.0 Million. This notice of intent is not a
request for competitive proposals. Interested parties may identify
their interest and capabilities in response to this requirement. The
determination by the Government not to compete the proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct future
competitive procurement. Responses to this announcement, referencing
