for Commercial Items prepared in accordance with the format in subpart
12.6 as supplemented with additional information included in this
notice. This notice constitutes the only solicitation; price quotes are
being requested and a written solicitation will not be issued. This
solicitation (DTCG81-00Q-3W3AAW) is issued as a Request for Quotation
(RFQ). The solicitation documents and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-17.
FAR clauses and provisions are available via internet address:
http://www.arnet.gov/far. This RFQ is being solicitated UNRESTRICTED.
The SIC is 4131/5.0 million. SERVICE DESCRIPTION: Bus Transportation
Services with Licensed Drivers for personnel during Operation Sail 2000
(OPSAIL) and the International Naval Review 2000 (INR) for the period
of 6/28 -- July 9,2000 (24 Hr. coverage 7/3 -- 7/9/2000). STATEMENT OF
WORK: (1)PERSONNEL MOVEMENT (USCG) a.) The Coast Guard will have
service members participating in the operation. Some service members
will arrive via local airports, and others by chartered bus or personal
vehicles; b.) Service members will be berthed at Wagner College (Staten
Island), St. Peter's College (Jersey City, NJ) and Activities New York
(Ft. Wadsworth, Staten Island); c.) There will be a large contingency
of workers at Military Ocean Terminal, Bayonne, NJ (MOTBY); d.) MOTBY
boat crew will be changing on an hourly basis (avg. 40 people per hr.)
and going to berthing/messing sites. Personnel Movement (USN) e.) The
Navy will have personnel ashore at Stapleton Homeport (Staten Island);
f.) Navy personnel will be berthed at Wagner and St. Peter's Colleges.
(2) BUS ROUTE: a.) Loop Route: MOTBY (initial place of origin)- Newark
Airport -- St. Peter's College -- Wagner College -- Activities New
York -- Stapleton Homeport -- Staten Island Ferry Terminal and back in
reverse order. Based on volume/need, direct routes are subject to
change. Route changes will only include location(s) listed in Loop

(3) PROPOSED BUS REQUIREMENTS: a.) Each bus capacity will need to be 50
passengers or more, b.) Underneath storage for luggage required, c.)
Bus service reuired with stops only to confirmed route(s) at place of
origin, fuel, and to take on or off load passengers, d.) Pleae call for
draft copy of the Route Map which may assist in planning your cost
proposal. NOTE: In addition to the number of buses indicated in 2(b),
the Coast Guard may have a need to increase the number of buses by a
quantity of one or two during operation. Contracting Officer listed in
Block #11 shall make amendments or modifications, e.) Vehicles
traveling between Staten Island (Ativities New York/Stapleton) and
MOTBY will require payment of a one-way toll at the Bayonne Bridge
(back into Staten Island). This is a Firm-Fixed Price Contract.
Acceptance: Destination, F.O.B: Destination. Delivery 28 June 2000.
Federal Acquisition Regulation (FAR) provision(s) that applies to this
RFQ: 52.212-1, Instructions to Offerors-Commercial Items (MAR 2000)
Addendum to Paragraph (b)(10) "Past performance -- Delete entire
paragraph. Substitute "Past Performance will not be evaluated, but will
be used as a factor in determining responsibility. Offerors shall
provide the name(s) and number(s) of three(3) references that you have
provided same or similar services. 52.212-2 Evaluation Commercial
Items (JAN 1999), and 52.212-3, Offerors Representations and
Certifications-Commercial Items (FEB 2000) shall be completed and
returned with RFQ. Government will award a contract resulting from this
RFQ to the responsible contractor whose proposal is in conformance with
the Statement of work. Fedral Acquisition Regulation(FAR) clauses that
applies to this RFQ: 52.212-4, Contract Terms and Conditions Required
Commercial (MAY 1999), 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders-Commercial Items (FEB
2000) applies as follows: paragraph
