The Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts has a requirement for a Contractor to remove and dispose of PCB laden transformers located at a U.S. Government facility in the Republic of the Philippines. The Contractor shall provide on-site technical supervision and adequate technicians/laborers for decontamination of 22 large pieces of PCB laden transformers and similar electrical equipment. The Contractor shall be responsible for packing, loading, and shipping of resultant liquid PCBs and contaminated flushing fluids to the USA or a third country for disposal in accordance with U.S. Government and International regulations. The Contractor shall perform sampling, testing, and reporting for 40 CFR 761, Subpart N, Cleanup Site Characterization for several small drywells. Contractor shall provide suitable storage/shipping containers such as drums and three 40' long containers suitable for sea transport to transport the hazardous waste as described above. The estimated price range for this proposed effort is between $100,000 and $250,000. Prospective firms desiring to submit a proposal in response to this solicitation must be fully qualified and have demonstrated experience in this type of work. All requests for copies of the forthcoming solicitation must include the solicitation number, company name, mailing address, telephone and facsimile numbers, and name of contact person. It is anticipated the Request for Proposal (RFP) will be issued on or about July 7, 2000, with proposals due 45 days thereafter. No telephone requests for this solicitation will be honored. All responsible sources may submit a proposal which will be considered by the Agency.
