synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation a written solicitation will not be issued. The
solicitation number 00-SQ-34-0231 is issued as an RFQ. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-17. This is a Small Business
Set-Aside. SIC is 3561. Standard Size is 500 employees. The Bureau of
Reclamation has a requirement for one (1) Booster Pump which is
reliable, has a service record for continuous heavy-duty operation and
requires minimum maintenance. The unit shall be capable of serving as
a booster pump in support of two Government-owned Dredges. One dredge
is a 12" discharge which will operate with a maximum of 3000 feet at
30' TDH and using SDR-17 plastic line. The second dredge is an 8"
discharge which operates with a maximumof 3000 feet at 0 TDH using
SDR-17 plastic line. This could require the booster pump to operate at
full RPM while serving as a booster for the Government-owned 12"
Dredge and less than full RPM while serving as a booster to the
Government-owned 8" Dredge. Complete unit shall consist of the
following Engine Assembly with a Power Take Off (PTO)/speed reducer,
slurry pump, service water pump and fuel tank all which shall be skid
mounted with a maximum width of 10'. The skid unit shall be constructed
of steel to withstand pulling or lifting as a complete unit including
a 800 gallon capacity full fuel tank. The skid shall be painted with
TNEME High Build Epoxoline Series 66 or Equal with the following
salient characteristics: Polyamide epoxy, low temperature cure,
corrosion resistant coating for protection against abrasion, immersion
and mild chemical contact; finish shall be satin; material shall be
two part. Bidders shall provide documentation of proper metal
preparation to assure compliance with specifications. Surface
preparation of steel shall be according to SSPC-SP6, where needed 1 "
x 1 " galvanized serrated bar grating shall be used. SLURRY PUMP
REQUIREMENT: Slurry pump shall operate at the following minimum
requirements: Flow 3,000 Gallons Per Minute; Total Dynamic Head 180' at
750 Revolutions Per Minute (RPM) Maximum; Sphere passage 4 " minimum;
Impeller diameter 30" minimum and equipped with a forward flushing
stuffing box. Pump wear parts shall be constructed of white iron,
Ni-hard 4, minimum 600 BHN this includes the shell, impeller and door
liners. The pump shall operate at a MAXIMUM operating pressure of 275
PSI and static pressure tested at 1.5 above the maximum operating
pressure for ten (10) minutes. The bearing housing unit shall have a
minimum L-10 bearing life, shall exceed 60,000 hours, and shall be
capable of forward adjustment for impeller wear. A sealing water system
shall be supplied based upon the flushing requirements of the slurry
pump manufacturer. The shaft seal must be capable of running dry, a
mechanical seal is NOT acceptable. The seal water plumbing shall be
plumbed with a flexible hose from the discharge of pump to a manifold
and going to a sealing water manifold consisting of 1 " forged steel
fittings, black pipe silicon filed pressure gauges (2 each), stainless
steel gate valve. The slurry pump shall be coupled to an engine by a
PTO/speed reducer and a clutch capable of operating at the specified
horsepower and RPM (approximately 425 horsepower at 1,800 RPM). If a
belt driven PTO is supplied a flywheel pilot bearing is NOT acceptable.
ENGINE REQUIREMENT: Engine shall be equipped with J1939 Datalink
interface and operate at minimum 425 HP at 1,800 RPM continuous duty,
Turbocharged, in-line, 6-cylinder, and 4 cycle. Engine shall be
furnished with sufficient cooling system as to be operated 24 hours per
day with daytime temperatures reaching 127̊ Fahrenheit and 40
percent humidity. Engine shall have at a minimum the following
instrumentation: fuel pressure gauge, water temperature, oil pressure,
digital tachometer, local engine and speed control, and a J1939
Datalink interface. FUEL TANK REQUIREMENT: Fuel tank shall have a
capacity of 800 gallons U/L listed with the following features: double
wall construction, outer shell of heavy gauge steel, both inner and
outer walls are to be vented, direct reading level gauge, 2" lockable
fill cap, drip basin, 4" emergency vent, double wall sight glass and
baffled. Contractor shall provide two (2) sets each of the parts and
operation and maintenance manuals for the unit. Contractor shall
provide a complete breakdown of delivery time and cost of the following
spare parts: (1) Pump shell $_______; (2) Impeller $_______; (3) Door
liners $_______ ; and (4) Shaft sleeve $_______. FOB is Destination.
Delivery shall be made to the Bureau of Reclamation, Yuma Area Office,
7301 Calle Agua Salada, Yuma, AZ 85364. The Government reserves the
right to perform an on-site audit of the successful contractors
facility. The provisions at FAR 52.212-1, Instructions to Offerors --
Commercial Items, applies to this acquisition; 52.212-2 Evaluation --
Commercial Items (Jan 1999) -- (a) The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: (i) price (ii) technical capability
of the item offered to meet the Government requirement; and (iii) past
performance (see FAR 15.304). Technical capability is considered to be
ability to meet the minimum requirements, the spare parts availability,
delivery time (leadtime) for spare parts, the ability of the item to be
reliable and the period of time the pump has been in production.
Technical and past performance when combined, are equal to cost/price.
Bidders shall submit the following 4 items with their quote: 1 A list
of three (3) Relevant and recent references for past performance
evaluation, the list shall include Name of Firm, Contact person, Phone
number, and contract/purchase order number and date(s) supplies were
provided; 2 A detailed diagram for the proposed item; 3 A brochure,
specifications, or literature of the proposed item including the
information for Brand Name or Equal (paint); 4 A copy of the standard
customary commercial warranty for the proposed item. Offerors shall
include a completed copy of the provisions at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items with its offer.
The clause at FAR 52.212-4 Terms and Conditions -- Commercial Items is
applicable to this acquisition. FAR Clause 52.212-5 Contract Terms and
Conditions Required to Implement Statues or Executive Orders --
Commercial Items applies to this acquisition with the following clauses
applicable (1), (5), (7), (11), (12), (13), (14), (15), (16), (17),
(23) and (c)(1) 52.222-41. These clauses are incorporated by reference
and a full text of any clause may be accessed electronically at the
