Aircraft Division Lakehurst intends to procure through full and open
competition, replacements to the existing RAST System Traverse and Tail
Guide Winch Pumps and Valves. Quantities required are: 4 each Traverse
Pump, 8 each Tail Guide Pump, 6 each Traverse Winch Valve, Tail Guide
Winch Valve Bottom and 6 each Tail Guide Winch Valve Top. A 100%
option applies to each CLIN/part numbers. Bid samples will be required.
The Traverse and Tail Guide Winch Pumps and Valves will be used for the
Recovery Assist, Securing and Traversing (RAST) System. Recovery Assist
Subsystem assists the helicopter to land safely on the flight deck.
While hovering, the pilot lowers the messenger cable from the
helicopter to the flight deck. Securing Subsystem secures the
helicopter immediately upon landing and during traversing. Traversing
Subsystem enables the helicopter to be safely transported between the
flight deck and the hangar. Ideally, the replacement pumps and valves
will be currently available, normally stocked, off-the-shelf items
which conform to current, widely accepted industry standards. Seals,
O-rings, etc., shall be commercially available and easily replaced
using standard tools. Pumps requirements include: Continuous Operating
Pressure shall be between 3000 and 3200 psi with a Continuous Motor
Speed of 1800 rpm; Minimum Rated Flow Capacity (in gpm) for the
Traverse Pump for each operational phase shall be: 3.8 to 4.9 for slow
traverse, 9.0 to 10.0 for fast traverse and 0 for tail guide; Minimum
Rated Flow Capacity (in gpm) for the TGW Pump for each operational
phase shall be: 0 for slow traverse, 4.5 to 5.5 for fast traverse and
4.5 to 5.5 for tail guide; actual volumetric efficiency at 3000 psi and
1800 rpm shall be greater than 91%; operation Ambient Temperature Range
of 0 to 50 degrees C (32 to 122 degrees F); shall be resistant to salt
water; shall meet Grade B Shipboard Shock Requirements of MIL-S-901;
shall meet Type I vibration requirements of MIL-STD-167-1; shall have
a minimum Mean Time Between Failure (MTBF) of 11,000 hours; shall be
compatible with hydraulic fluid conforming to MIL-H-17672 Military
Symbol 2075TH (150 Viscosity Grade 32) operating within a temperature
range of 126 to 150 degrees F and having a contamination level of NAS
1638 Class 10 or better; shall have a CCW (looking on driveshaft)
Direction of Rotation. Valve requirements include: The valves shall be
capable of operating within an ambient temperature range of 0 to 50
degrees C (32 to 122 degrees F) with a relative humidity of 95%; shall
be resistant to salt water; shall meet the Grade B Shipboard Shock
Requirements of MIL-S-901; shall meet the Type I vibration requirements
of MIL-STD-167-1; shall be compatible with hydraulic fluid conforming
to MIL-H-17672, Military Symbol 2075-T-H (ISO Viscosity Grade 32) i.e.,
28.8-35.2 centistokes at 40 degrees C (104 degrees F) with fluid
operating temperatures ranging from 0-160 degrees F and fluid
cleanliness of NAS 1638 Class 8 (ISO Grade 17/14); should preferably
utilize ANSI B93.7M-1986 (NFPA D08) mounting interface (see Figure 1);
shall utilize 115 VAC, 60Hz electrical power and shall utilize
continuous duty solenoids which are easily replaced. Interface with
existing equipment requirements apply, as do space constraints.
Integrated Logistics Support (ILS) applies. Complete requirements will
be provided with the solicitation package. You may propose a price for
either Pumps or Valves or both. Aperture cards on the existing Pumps
and Valves will be provided for guidance in according with Export
Control requirements. Your company is required to register with the
United States/Canada Joint Certification Office before you may receive
a copy of the solicitation. You can access the internet web site

Technical Data Agreement form. Please see Note 8, of the Commerce
