Contract Number with the United States Army Corps of Engineers (USACE)
is DACW41-98-D-9015, T.O. 003. Successful offeror will provide the
design, procurement, build, installation, and startup services of a
3000 gallon per minute (gpm) water treatment system capable of removing
volatile organics and explosives from contaminated groundwater to meet
the required effluent discharge limits. The proposed technology will
integrate, upgrade, or transform the existing 600 gpm carbon column
facility to produce an integrated water treatment system designed for
an estimated longevity of 50 years. A minimum of two treatment trains
are required, such that at least one-half of the design flow can be
treated with one of the process trains out of service. ROD technologies
include advanced oxidation, carbon adsorption, and air stripping.
Offerors are required to propose technologies with documented 5 years
successful experience with similar remediation projects. The system
will include automation and logic programming to network, operate, and
monitor a minimum of 11 groundwater recovery wells. Award will be made
on a "Best Value" basis, whereby all factors are evaluated by the
Source Selection Evaluation Board. The selected offeror will provide an
effective treatment technology with the lowest life cycle cost.
