This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, N00173-00-R-MS04, is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16 and Defense Acquisition Change Notice 19990101. The standard industrial classification code is 3825 and the small business size standard is 500 employees. The Naval Research Laboratory (NRL) has a requirement for CLIN 0001, a Personal Communication Services (PCS) Test Bed that will function as a PCS base station at the NRL and field sites. The specific evaluation criteria under paragraph (a) of FAR 52.212-2 is (1) technical capability of the item offered to meet the Government requirement; (2) price; and (3) past performance. Technical and past performance, when combined, are of equal importance compared to price.
