synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additiooonal
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. A quantity of one (1) Inductively
Coupled Plasma Spectrometer with the following is required: 1) A purge
or vacuum Spectrometer capable of determining low UV elements
(<190nm); 2) Capable of acquiring data from a minimum of 60
wavelengths simultaneously; 3) software program(s) which perform
calibration, standardization, sample analysis and diagnostics; 4)
Performs the requirements of EPA's Contract Laboratory Program
Statement of Work for Inorganic Analysis Multi-Media-concentration
protocol for the following elements: Ag, Al, As, Ba, Be, Ca, Cd, Co,
Cr, Cu, Fe, K, Mg, Mn, Na, Ni, Pb, Sb, Ti, V, Zn, B, Sn, Mo, Sr, Ti,
Sc, Si; 5) Meets or exceeds the contract required detection limits
forSOW ILM 04.1; 6) includes Crawford-Kunselman Noise Reduction (or
equivalent) technique; 7) Axial Plasma Viewing; 8) Inductively Coupled
Argon Plasma Emission source; 9) Input power requirements of 208V, 60
Hz single phase; 10) Optics/Detector(s) capable of both UV and Visible
emission detection; 11) Computer system consisting of 466 Celeron
(minimum), mini tower, 200 W power supply, 66 MHZ PCI motherboard,
Intel Pentium Celeron 466A MHz CPU, 128 Kb minimum Cache, 32 MB SCRAM,
1.44 MB floppy drive, 4.3 GB Ultra ATA HDD, 32X CD ROM, Matrix 4MB
SGRAM, video controller, Windows 95/98, 104 key keyboard, 2 button PS/2
style mouse, sound blaster 16 compatible sound card, non-powered
speakers, 2 serial, 1 parallel port, Windows 98 CD, Deskjet color
printer, and 17" color monitor; 12) Mass flow controller for the
nebulizer gas; 13) Random access autosampler with flow through rinse
station; 14) Argon Humidifier kit (or equivalent system) allowing for
the ability to analyze samples containing up to 10 percent
dissolvedsolids; 15) Internal standard mixing kit allowing for
automatic addition of internal standard; 16) Auxilliary blower and vent
assembly kit to include a direct drive blower for a four inch duct to
provide adequate instrument ventilation as well as up to ten feet of
flexible stainless steel tubing; 17) Trade in of existing ICP
spectrometer; 18) One year parts, labor and travel warranty; 19)
Operator training course attendance. This requirement is being issued
as a Request For Quotation under number RFQ-GA-00-00022. Award will be
made on a purchase order. This solicitaiton document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-17. Deliver shall be made to the U. S. EPA, 980 College
Station Road, Athens, GA 30605 within 60 calendar days of issuance of
a purchase order. The following provisions are applicable to this
requirement: 52.212-1, Instructions to Offerors -- Commercial; offerors
are required to include a completed copy of the provision 52.212-3,
Offeror Representations anc Certifications -- Commercial Items, with
their offer; clause 52.212-4, Contract Terms and Conditions --
Commercial Items applies; Clause 52.212-5, Contract Terms and
Conditions Required To Implement Statutes or Executive Orders --
Commercial Items, applies; clause 52.212-2, Evaluation-Commercial Items
applies. For the purpose of this requirement, offers will be evaluated
against the above requirements, and the following: Offerors must have
a minimum of four models (slight varation in wavelength and element
configuration acceptable) in use perform acceptably for a period of at
least one year producing data for the EPA's CLP SOW ILM 04.0 and/or
ILM 04.1. Evidence supporting this requirement, and documentation, in
sufficient detail, describing the how the item being offered meets or
exceeds the above requirements must be submitted with each offer in
order to be considered. Award will be made to the lowest priced,
responsive, responsible offeror whose offer meets or exceeds the above
