NASA/ARC plans to issue a Request for Quotation (RFQ) for Total Airspace and Airport Modeler (TAAM) Plus Software, Ver. 1.0 including maintenance, support and updates. The upgrade will simulate local through national to intercontinental air traffic from gate to gate in real time and fast-time. TAAM Plus will be used to build a database of very high fidelity models for airports and airspace in support of the Advanced Air Transportation Technologies Project. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the software from The Preston Group of Fairfax, VA, under the authority of FAR 13.106-1(b)(2), based on its unique capability to upgrade and interface completely with the several existing TAAM 2.9.8 software licenses. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not laterthan 4:30 p.m. local time on June 23, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
