"Pre-solicitation Notice. Period of Performance is 1 October 2000
through 30 September 2001. Four one-year options may be awarded. SIC
Code 4953, Size Standard $6.0 Million. Contractors shall provide all
personnel, equipment, tools, materials, supervision and other services
necessary to perform refuse collection and recycling for 2,333
Military Family Housing units at Wright-Patterson AFB, Ohio to include
the Brick Quarters, Woodland Hills, Green Acres/Pine Estates, Mobile
Home Park, Page Manor Housing Facilities and Playground Area, of
Wright-Patterson AFB, Ohio. In addition, service to be acquired is to
test, transport and dispose of Flyash in accordance with Ohio
Administrative Code (OAC) 3745-30 at facilities 20770 and 31240. This
is a combined Synopsis/Solicitation for Commercial Items prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information provided in this notice. This announcement constitutes the
only solicitation. Solicitation #F33601-01-R9006 is a request for
proposal (RFP) and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. This acquisition
is unrestricted. The solicitation will be issued approximately 7 JUNE
2000. All responsible sources may submit a proposal which will be
considered. All work will be in accordance with the Statement of Work,
which can be found in the Worldwide Web at
http://www.pixs.wpafb.af.mil. Only written requests received directly

Solicitation provisions at FAR 52.212-1, Instructions to Offerors --
Commercial Items (June 1997) is hereby incorporated by reference.
Solicitation provisions at FAR 52.212-2, Evaluation -- Commercial Items
(Oct 1997) is hereby incorporated by reference. Evaluation criteria is
to be included in paragraph (a) of Provision 52.212-2 are as follows:
(1) technical; and (2) price and performance, which are considered
equally important. However, the award can be made on the basis of other
than price and price related factors. Price will be submitted in
accordance with the proposed schedule that can be found on the
worldwide web at http://www.pixs.wpafb.af.mil. The evaluation factors
are (1) WPAFB acceptance of reutilization/disposal facility approved by
Federal, State and Local Agencies as applicable, to accept ash of this
type and quantities as estimated in the schedule, including a letter
or documentation dated within six (6) months certifying approval for
the described disposal method, (2) ash reutilization/recycling program
that the offeror proposes; (3) quality assurance and quality control
measures for testing the ash samples for parameters as outlined in the
Statement of Work, to include a letter or packet from the intended
laboratory stating that their methods meet the test methods for
evaluation of solid waste (SW846) and transportationmeans, methods, and
compliance with all Federal, State, and Local Regulations for size and
weight limitations. Copies of all test reports shall be provided to
the Contracting Officer. The offer shall provide proposal addressing
all the evaluation factors listed above, as well as a list of relevant
and present contracts performed for Federal, State or Local
Governments, and/or commercial sources, including (1) Company Name, (2)
Contract Number, if applicable, (3) brief description of the work, (4)
period of performance, (5) dollar value, and (6) point of contact
including name and phone number. The Technical Proposal shall not name
reference to cost of price data. All offerors are to include with
their offer a completed copy of Provision 52.212-3, Offeror
Representations and Certifications -- Commercial Items (Jan 1997).
Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (May
1997), is hereby incorporated by reference. Contractor must be
registered in CCR prior to award for Solicitationsissued after 31 May
1998. The Government will award a contract from this request for
proposals to the responsible offeror whose offer will be most
advantageous to the Government. The Government reserves the right to
award without discussions; accordingly, offerors should submit their
best proposal initially. The Government reserves the right to award no
contract at all, depending on the quality of proposals submitted and
availability of funds. Assigned Defense and Priorities and Allocations
System Rating is S10. All proposals are due no later than 12 July 2000
no later than 2:30pm EDT and must be submitted to ASC/PKWOSB, Building
1, Room 109, AERA C, Wright-Patterson AFB, Ohio 45433. Point of
