Acquired Immunodeficiency Disease Syndrome, National Institute of
Allergy and Infectious Diseases (NIAID) has a requirement for the
evaluation of potential therapies for HIV infection and non-vaccine
strategies for preventing sexual transmission of HIV. The Contractors
will be responsible for (1) evaluating therapeutic and prevention
strategies against SIV/SHIV in cell-based assays; (2) evaluating
therapeutic and prevention strategies in vivo in acute and chronic
SIV/SHIV disease models using predominantly a mucosal challenge route;
and (3) optimizing/modifying the in vitro and in vivo models to
enhance their use in these and other applications. In vivo evaluations
include broad spectrum assessment of viral and immunologic parameters,
measures of toxicity, and limited pharmacokinetics. The current
contract utilizes up to 90 non-human primates (NHP) per year in the
performance of contract work. A minimum capacity of 90 NHP per year is
needed. It is anticipated that two to three (2-3) cost reimbursement,
completion type contracts will be awarded for a minimum period of five
(5) years beginning approximately September 1, 2001, and will contain
options for two additional years. RFP NIH-NIAID-DAIDS-01-17 will be

contained in the electronic RFP package. Following proposal submission
and the initial review process, Offerors comprising the competitive
range will be requested to provide additional documentation to the
Contracting Officer. Responses to this RFP will be due on November 13,
2000. Any responsible Offeror may submit a proposal, which will be
