Standards and Technology (NIST intends to negotiate on a sole source
basis with Mr. Theodore L. Monchesky, Burnaby, British Columbia, for
instrumentation technology implementation services in support of the
NIST scanning electron microscopy with polarization analysis (SEMPA)
facility. The Contractor shall investigate the growth and magnetic
structure of ultrathin ferromagnetic films and multilayers deposited on
semiconductor. This work shall be part of an on-going project to
develop instrumentation for magnetic nonoscale characterization, and
for investigating the physics of magnetic nanostructures. The overall
purpose of the procurement is to expend NIST's measurement capabilities
so that we can investigate the structural, chemical and magnetic
properties of ferromagnetic thin firms and multilayers deposited on
semiconductor substrates. The contractor shall modify equipment for
these measurements, demonstrate the operation of the modified equipment
with measurements of the growth of various ferromagnet-semiconductor
combinations, and characterizations of the atomic scale structural
order, the chemical structure and the nanoscale magnetic structure of

performance shall be one year from date of contract award. There is
also an additional option period for one year. This is a sole source
requirement with Mr. Monchesky because he has the unique qualifications
to perform this work. The work described involves highly specialized
expertise in the use of molecular beam epitaxy (MBE) of ferromagnetic
materials, scanning Auger microscopy, reflection high energy electron
diffraction (RHEED), scanning tunneling microscopy (STM), single
crystal semiconductor surface preparation, ultra-high vacuum
components, magnetoresistance measurement, surface magneto-optic Kerr
effect (SMOKE), micromagnetic modeling, and experience with Windows and
Unix based programming. Only Mr. Monchesky has the required, unique
combination of knowledge and skills in these areas. No solicitation
package is available. A proposal shall be requested from Mr. Monchesky.
This notice of intent is not a request for proposals. Interested
persons may identify their capability to respond to this requirement
within 30 days of this notice and shall be considered by the agency. A
determination by the Government not to compete this requirement based
on the responses received is solely within the discretion of the
