NASA/GSFC plans to issue Request for Proposals (RFP) numbered
RFP5-61555-261 for support to Code 912, the Mesoscale Atmospheric
Processes Branch of the Earth Sciences Directorate. The Draft RFP
(DRFP5-61555-261) was synopsized and posted on May 19, 2000 to solicit
industry comments. The RFP is being revised for final release. This
procurement is a total small business set-aside. See Note 1. The SIC
Code is 8731 with a size stnadard of 500 employees. The Government does
not intend to acquire a commercial item using FAR Part 12. See Note 26.
The DPAS rating for this procurement is DO-C9. The resultant contract
will support Code 912, the Mesoscale Atmospheric Processes Branch, and
will provide performance-based support for its research and
development efforts. Key areas of investigation will include cloud and
precipitation systems from the scale of individual clouds and
thunderstorms through mesoscale convective systems and cyclonic storms
and their interaction with the environment. The impact of these
systems on regional and global climate will be assessed. The
understanding of the interaction of the atmosphere with the land and
ocean surface beneath it is of high priority. The development of
advanced remote sensing instrumentation (primarily lidar) and
techniques to measure meteorological parameters in the troposphere is
also an important focus. This procurement consolidates some
requirements from three Code 912 contracts NAS5-32952 (Science Systems
Applications Inc.); NAS5-31751 (Caelum Corp.) and NAS5-32527 (SESI).
The anticipated release date of RFP5-61555-261 is on or about June 20,
2000 with an anticipated proposal due date of August 4, 2000. All
qualified, responsible sources may submit a proposal which shall be
considered by the agency. It is the offerors' responsibility to monitor
the aforementioned Internet site for the release of the RFP and
amendments (if any). Potential offerors will be responsible for
downloading their own copies of the solicitation and amendments (if
