CONTRACT INFORMATION: Design and consulting services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for military construction projects on various U.S. military installations throughout the Republic of Korea (ROK). A wide variety of projects include air-field pavements, hangars, revetments, munitions facilities, aircraft/vehicle parking and maintenance facilities, electrical/water/sewer lines, POL lines, barracks, communications and weapons facilities, military family housing, recreational /education/ administrative/training facilities, and other various military combat support facilities. The selected contractor will be required to establish an office in the ROK and perform work as an "Invited Contractor" under the terms of the US-ROK Status of Forces Agreement (SOFA) and the implementing regulations published by U.S. Forces, Korea. The selected invited contractor may be provided US Government office space in Seoul. There are currently two A-E firms in the ROK providing service to the Far East District as Invited Contractors. Invited contractors are required to warrant that they are not, and will not during the period they are under SOFA status, perform any contract services or otherwise engage in business activities in the ROK other than those pertaining to the U.S. armed forces. Invited contractor status may be withdrawn for illegal activities under ROK law, or for violation of USFK Regulations. The initial contract award is estimated to take approximately 6-8 months from the date of CBD announcement. It is anticipated that an initial "umbrella" contract will be awarded under which invited contractor status can be conferred and a Forward Pricing Rate Agreement (FPRA) will be negotiated for use in pricing future contracts. The FPRA will establish daily labor rates of technical and administrative staff for the selected contractor. It will include allowable direct and indirect costs. The indirect cost will include demobilization costs based on future instructions tobe provided by the Contracting Officer. The FPRA may be renegotiated periodically to establish new labor rates to reflect changing business and/or economic climate and Defense Contract Audit Agency recommendations. Logistical support, corporate and individual, may be provided in accordance with USFK regulations but may require negotiation of appropriate adjustments to the FPRA. Selection for subsequent Indefinite Delivery Indefinite Quantity (IDIQ) and/or fixed price contracts will then be made as required by the Government, without CBD announcements. The design fee for each fixed price contract will vary. The design fee for each IDIQ contract will not exceed applicable regulations, but there may be more than one contract awarded each year; selection for additional IDIQ contracts may be made whenever the preceding contract limit has been reached. Each IDIQ contract awarded shall require the Government to order a minimum amount of services during one-year base period. Task orders under the IDIQ's will be issued on the basis of negotiated firm-fixed prices. The Selection Authority will consider the following factors in selecting one of the Invited Contractor A-E's for a specific contract or a particular task order to be awarded under duplicative IDIQ's with overlapping scopes of work: performance and quality of deliverables under the current contract, current capacity to accomplish the work in the required time, uniquely specialized experience, and equitable distribution of work among the Invited Contractors. This announcement is open to all businesses regardless of size. The provisions of the Service Contract Act may be applicable to work under this contract that is performed in the United States, its territories or possessions. 2. PROJECT INFORMATION: The Government intends to award a start-up umbrella contract for the purpose of designating the selected contractor as an Invited Contractor in accordance with the SOFA, under which fixed price and IDIQ contracts may be awarded for a period of up to two years. Individual fixed price contracts and IDIQ task orders will be issued in accordance with applicable FAR, DFARS, AFARS, and EFARS requirements, which will set forth specific terms and conditions. These may include a wide variety of A-E services such as design, studies, surveying and mapping, facilities master planning, operations & maintenance manuals, HVAC commissioning, and review of shop drawing submittals. The estimated total value of contracts to be awarded to the selected firm is $4,000,000 to $8,000,000 for the initial two-year period. Follow-on SOFA umbrella contracts are required to extend the Invited Contractor status beyond initial first-two years. Design documents and reports are required to be submitted in both electronic and hard copy report format, hard copy full-size drawings, and electronic files compatible with Microstation 95. Project specifications must be submitted in an electronic format, which may vary depending on the project specific requirements. All designs and specifications developed under these contracts shall be year 2000 compliant in accordance with FAR 39.106. Should contracts or task orders involve access to classified information, they will include FAR Clause 52.204-2 and its alternate II, requiring the A-E to comply with the Security Agreement (DD Form 44) including the National Industrial Security Program Operating Manual (DOD 5220.22-M). 3. SELECTION CRITERIA: See Note 24 for the general A-E selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-g are primary. Criterion h is secondary and will only be used as a "tie-breaker" among technically equal firms. a. Specialized experience and technical competence in: (1) Design of military construction projects using both U.S. and foreign specification materials. Projects shall include both new designs and site adaptation of existing standard designs, as well as renovation of existing facilities. (2) Developing designs utilizing staff at multiple locations to meet "fast-track" projects, when required. (3) Specialty consulting work in such areas as master planning and site investigation/remedial design for contaminated sites. (4) Construction cost estimating, and preparation of estimates on IBM-compatible personal computers using the Corps of Engineers' Computer Aided Cost Estimating System (M-CACES) (software provided by USACE) or similar software. (5) Ability to deliver CADD drawings in Intergraph Design File (DGN), version 4.0 or later format. (6) Providing services during construction. (7) Producing quality designs based on evaluation of the firm's design quality management plan. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures and prior experience of the prime firm and any significant subcontractors on similar projects. b. Qualified registered professional (U.S. or local equivalent) personnel in the following key disciplines: Project management (architect or engineer), architecture, civil engineering, mechanical engineering, electrical engineering and structural engineering. Other licenses and certifications may be required for specialty work such as asbestos abatement designs. The evaluation will consider education, training, registration, overall and relevant experience, and longevity with the firm. c. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. d. Capacity to perform at least $2,000,000 and up to $4,000,000 (design fees) in work of the required type in a one-year period. The evaluation will consider the experience of the firm and any consultants in similar work, and the availability of an adequate number of personnel in key disciplines. e. Knowledge of construction methods and materials used in the ROK. This includes projects developed under the Combined Defense Improvement Program, with bilingual (English/Korean) and specific additional cost estimating requirements. f. Demonstrated success in prescribing use of recovered materials and achieving waste reduction and energy efficiency in facility design. The evaluation will place greater emphasis on energy efficient design and waste reduction. g. Capability of establishing an adequately staffed office in Seoul, Korea in U.S. Government-provided space, with reliable access to other required support as needed to properly perform a fluctuating workload. h. Volume of DoD contract awards in the last 12 months as described in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 or later edition) and two copies of SF 254 (11/92 or later edition) for the prime firm and all consultants, to the above address not later than the close of business on the 45th day after the date of this announcement. Note that mailings to an APO address may take several extra days to reach their destination. If the 45th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day.
