P- The Naval Air Warfare Center Aircraft Division (NAWCAD), Code
4.5.8.6, St. Inigoes, MD has identified a requirement for engineering
and technical support services to support the Information Technology
Branch (ITB) and its customers with a mechanism to develop and
integrate state-of-the-art information technology solutions with a
flexible means of maintaining and upgrading highly sophisticated
information processing systems and networks. The ITB of NAWCAD, Ship
and Shore Based Electronic Systems Division, supports various Joint and
Special Operations Warfare and service units of the Department of
Defense, as well as other national and international level government
agency sponsors. The purpose of the proposed acquisition is to provide
engineering solutions to problems identified by NAWCAD. In order to
implement solutions, the contractor shall design, integrate, test and
evaluate, and maintain local area networks, enterprise networks, and
information management systems; provide computer security services;
provide a wide spectrum of technical and engineering services related
to emerging technologies, including optical technology and electronic
enterprise solutions (E2S); acquisition support; and program
management. The contractor shall provide a full range of engineering
and technical services which shall include systems development and
support, programming services, requirements definition, system design,
development, verification and validation, implementation, life cycle
support, routine maintenance, facility requirements, acquisition
support, joint services and special warfare technical support,
technical services support, research and development, integrated
logistics support, technical data review, configuration computer center
operation, computer security services, network security requirements,
and technical program management support. The contract is anticipated
to be Cost-Plus-Fixed-Fee with an estimated total level of effort of
495,000 man-hours over a period of five years, with the requirement
that a minimum of 25% of the total estimated contract value be
subcontracted to small, small disadvantaged and woman owned businesses.
This action is a follow-on to contract N00140-95-C-K067, and the
incumbent contractor is Booz-Allen and Hamilton, Inc., 8283 Greensboro
Drive, McClean, VA 22102-3838. Basis for award of the resultant
contract will be the best value to the Government, cost and non-cost
factors considered. All potential offerors must either have or be able
to obtain a SECRET facility clearance. It is the Government's
intention to release the "unrestricted" Request for Proposal (RFP),
including any subsequent amendments via the Internet in Microsoft Word
format, with some attachments perhaps to be provided in Microsoft
Excel and Portable Document Format. The anticipated release date of the
RFP is no later than 30 June 2000. The RFP will reside on the NAVAIR
Home Page located on the World Wide Web (WWW). The WWW server may be
accessed using client browsers such as NETCSCAPE, and Microsoft
InternetExplorer. The WWW address, or URL for the NAVAIR Home Page is
as follows: http://www.navair.navy.mil. The RFP will be located under
the Business Opportunity heading. In addition to making the
solicitation available for downloading via the Internet site, this
office will also E-mail a notification of release of the solicitation
and any subsequent amendments to all prospective offerors that submit
a request to register for this information via E-mail. E-mail requests
