Responsibility and Management Assistance Authority ("Authority") will
issue a solicitation on or about July 14, 2000 on behalf of the
District of Columbia government's ("District") Office of the Chief
Technology Officer ("OCTO")to seek competitive porposals from qualified
Offerors to provide design, construction and systems integration to the
District for the Unified Communicatios Center ("UCC") project. The
selection will be on a "best value" basis. The UCC facility will
provide a safe, high quality, technologically up-to-date, aesthetically
pleasing and funcitional environment for a city-wide call center and
services delivery tracking systems. This include the District's Police,
Fire, Emergency Preparedness Departments, OCTO and other service-based
non-emergency agencies. The UCC will be one of the nations' premier
integrated municipal call centers. The UCC projec also incldues the
integrated engineering, design, construction and implementation of a
city-wide fiber-optic network, wireless services and related work. The
UCC will house a Network Operations Center ("NOC") and city-wide
computing "Help" desks. The project shall be designed to fully address
security, intrusion and vulnerability concerns related to a facility
of this nature. The project design shall place special emphasis on
flexibility, reliability, maintainability and expandability. Other UCC
project ellements include: a) Voice/data raio systems b) Internal
secure communications lines and associated witching systems, c)
Radio/telephone recording and playback d) Alternate voice/data
transmission system e) Back-up power systems, f) Remote terminal
back-up system g) Management information systems h) Record management
systems i) city-wide BACnet protocal building management system and j)
Advance HVAC control system capable of precise temperature and
humidity control. The selected Offeror shall: 1) provide engineering
and other design services. 2) construct and perform systems
integration, commissioning and activation of the project 3) maintain
positive relations with community surrounding the project site 4)
maixmize local business participation and integrate the project
beneficially into the local economy. The engineering and design will be
priced as a firm fixed price. Subsequent work necessary to complete the
project will be priced under a series of post-award task orders in
accordance with a set of unit price labor rates, "sliding scale"
formulae and other price techniques. In order to obtain a copy of the
