The U.S. Army Tank-Automotive Research, Development, and Engineering Center's (TARDEC's) Materials and Corrosion Technology Team is planning to acquire services related to the application of commercial, off-the-shelf, corrosion prevention and/or control (CPC) products to various military vehicles. Initially, we're looking for sources with sufficient Contractor-owned-and-operated facilities and expertise to efficiently process (i.e., apply CPC products to) about 3,000 military vehicles per year from each of the following sites: (i) Fort Eustis, in Norfolk, Virginia, and (ii) Port Hueneme Naval Station, in Port Hueneme, California. The types of vehicles will vary, but most will likely be 2 1/2-ton or 5-ton trucks, with some Heavy Equipment Transporters (HETs), High Mobility Multi-Purpose Wheeled Vehicles (HMMWVs), Family of Medium Tactical Vehicles (FMTVs), and Commercial Utility Cargo Vehicles (CUCVs). We'd like to hear from capable sources with existing facilities within 25 miles of either site, but we'll also consider responses from sources who anticipate having a Contractor-owned-and-operated facility ready within the next one or two years. Depending on the success of the first two locations, and the availability of funding, we may also want to acquire CPC application services near other military locations (e.g., (i) Fort Shafter, in Oahu, Hawaii; (ii) Kaiserslautern Army Base, in Kaiserslautern, Germany; (iii) Camp Darby/Livorno, Italy, and (iv) Port Umm Said, in Qatar). We anticipate releasing the solicitation for procuring CPC application services supporting the first two locations some time between the fourth quarter of Fiscal Year 2000 (July through September 2000) and the second quarter of Fiscal Year 2001(January through March 2001), and this market survey is the first step toward the targeted solicitation release. We will probably use a cost-plus-fixed-fee contract lasting five years (a base year, plus four option years).
