plans to issue a Request for Quote (RFQ) to provide exibit support
services required to support the Office of Public Affairs, Public
Services Division, and other Headquarters program offices. Headquarters
Exhibit Support The Office of Public Affairs, Public Services Division
needs a contractor to support exhibit operations for the Office of
Public Affairs, and other Headquarters program offices by providing
transportation, installation, staffing, dismantling and storage of
exhibits. This requirement, which does not include production of
exhibits, includes the following services: Exhibit Operations Support
The Contractor shall provide exhibit operations support including, but
not limited to the following activities: a. Provide installation and
dismantling services for exhibits and models at the White House,
Capitol Hill, National Mall, including domestic exhibitions,
conventions, trade shows, (approx. twelve venues required) . Some of
these services will be conducted after hours or on Saturdays.Contractor
must be able to provide quick turn around for tasks resulting from last
minute requests. b. Coordinate with exhibition organizers and a
participating NASA program office to negotiate and obtain rental or
free exhibit space, rental furniture, carpeting; arrange show services
such as: electrical hook-ups, special rigging, cleaning service,
security, HVAC, drayage service and set-up labor. c. Provide floor
plans showing layouts of exhibits in exhibition halls including
elevation views showing placement of all the various exhibit elements.
Exhibit Staffing: The Contractor shall: a. Staff the exhibits during
the hours of the exhibition with an individual(s) who projects a
friendly welcoming demeanor and is prepared to address visitor's
general questions about NASA. (Approx. four venues required) Exhibit
Storage The Contractor shall: a. Provide storage facilities to
safeguard and manage the storage of NASA exhibit models, exhibit
publications and other exhibit-related material adequately protecting
themfrom damage or loss. (250 sq. ft. required) b. Inspect exhibits and
make necessary repairs prior to delivery or shipment. Receive and
inspect the exhibits after each event. c. Provide security for and
maintain a current file of all items being stored and provide pick-up
and delivery service at NASA. Exhibit Transportation The Contractor
shall: a. Pick-up and transport models and/or exhibits stored at the
GSFC storage facility, the NASA HQ building or the Contractor's storage
facility. b. Provide shipping and drayage services, negotiating the
most favorable rates to the Government for transportation of NASA
exhibits from the Contractor's facility and to exhibition sites outside
of the local Washington, DC area and return (approx. twelve shipments
per year); and express delivery or courier service of working
documents, artwork, and audio visual cassettes as required. (Approx.
twelve required) c. Provide the following for foreign shipments: Export
Declaration, Commercial Invoice, Certificate of Registration,
Certificate of Origin, Bill of Lading, Carnet, Export License, Airway
Bill and Shipper's Letter of Instructions. Miscellaneous Services: The
Contractor shall: a. Repair minor damage to models damaged in shipment
or handling. b. Provide unique signage as required for specific events.
c. Rent equipment such as portable electrical generators, audio visual
equipment or other equipment necessary to accomplish the work. May 23,
2000 These are the labor categories and percentage of the services that
we anticipate needing for the execution of the contract: -- Exhibit
support coordinator -- 15% (hourly rate) -- Exhibit set-up and
dismantling specialist -- 60% (hourly rate) -- Exhibit staffer -- 15%
(hourly rate) -- Warehouse manager -- 5% (hourly rate) -- Exhibit
repair/graphics specialist -- 5% (monthly rate per cubic foot) --
Transportation Unit Costs This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). The anticipated release date
of RFQ W-10-03863 ison or about 06/05/2000 with an anticipated quote
due date of on or about 06/23/2000. All qualified responsible sources
may submit a quote which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World
Wide Web (WWW) server, which may be accessed using a WWW browser
