The Government proposes to acquire on a sole source basis, the follow-on ECP 1315 requirement in support of the AH-64A Improved Tailboom Design Program. The Government's estimated quantities are 50 each for the base year and 24 each for the first, second and third option periods for a total of 122 engineering change retrofit installations. Specific requirements to be performed under this effort include removing the existing slot reinforcing structure, installation of contractor furnished retrofit installation kits, one additional tool set and develop ECP 1315 Abbreviated Modification Work Order into a Modification Work Order. The Government intends to award a delivery order against Basic Ordering Agreement DAAH23-98-G-0049 to McDonnell Douglas Helicopter Systems, 5000 East McDowell Road, Mesa, Arizona, 85215-9797 under the authority of Justification for Other Than Full and Open Competition of 10 U.S.C. 2304 (c)(1), Federal Acquisition Regulation 6.302-1, only one source or a limited number of responsible sources are able to satisfy agency requirements. The period of performance for the base year is 12 months after receipt of order with three additional one-year option periods. There is no technical data package and no solicitation will be issued.
