in BLOCK 17 Headquarters United States Army Intelligence and Security
Command (HQUSAINSCOM) proposes to establish a 5-year (1 base year and
four option years) requirements type contract to provide systems
engineering and technical support (engineering support, functional
requirements definition and design, quality assurance, and program
management) for the Headquarters, Department of the Army (HQDA), Office
of the Deputy Chief of Staff for Intelligence (ODCSINT), Department of
the Army, Deputy Chief of Staff for Intelligence Information
Management Directorate (DAMI-IM); Department of the Army Deputy Chief
of Staff for Intelligence, Program Analysis Directorate (DAMI-PA); and
provide systems engineering and technical support to the U.S. Army
Intelligence and Security Command (INSCOM) Assistant Chief of Staff,
Systems Integration (ACofS,SI). The Performance Based Statement of Work
(PBSW) describes the general tasks, capabilities, and requirements
necessary for the contractor to provide the following support: 1)
Intelligence Systems Planning and Systems Architecture; 2)
Administrative Support; 3) Support for Army tactical and strategic
intelligence information systems; 4) Web Development; 5) Support for
the communications and dissemination portion of the Army Intelligence
Master Plan; 4) Information Management/Information Technology (IM/IT);
5) System Security; 6) Support for the Chief Information Officer
(CIO); 7) Program Management. Personnel shall possess a Top Secret
Special Compartmented Information (TS/SI) clearances that shall be
adjudicated by the Department of the Army at the time of contract
award. This effort will be executed as individual "Task Orders" that
will be initiated and defined by the Government. Tasks shall include
support and services for the Unified Commands supported by DAMI, Army
Major Commands (MACOMs), Department of Defense Intelligence Information
System (DODIIS) systems, and projects and related systems supported by
HQDA and the Defense Intelligence Agency (DIA). The contract will
cover DAMI-IM's requirements to include, but not limited to the
following geographic locations: Presidential Towers, Alexandria, VA,
Pentagon, Washington, D.C., and Intelligence and Security Command
(INSCOM), FT. Belvoir, VA. Estimated solicitation release date is 30
JUNE 2000. Only offerors with demonstrated experience in the areas of
required support and current Top Secret clearances should respond to
the solicitation. To ensure timely processing, all solicitation
requests should be received within 15 calendar days after publication
of this notice. IAW Federal Acquisition Regulation (FAR) Clause
52.219-8 Utilization of Small Business Concerns and Department of
Defense FAR Supplement (DFARS) Clause 52.219-7003, Small, Small
Disadvantaged and Small Women-Owned Business Subcontracting Plan, 10%
of the subcontracting plan is set-aside IAW these clauses (SIC 7379
