This proposed procurement is Unrestricted, SIC 1542 and will be advertised as a Request for Proposal (RFP) Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Completion no later than 470 calendar days. Work consists of the construction of concrete split-face block building to house fire fighters, fire trucks, police personnel and safety personnel. The structure will have steel framing, shingle roofing, HVAC, ductwork, electrical systems, power transformer, emergency generator, sprinklers, food service equipment, flagpole, storm drains, sanitary sewer, water line, gas line. Work also includes paving, curb & gutters, sidewalks and landscaping. This advertisement is a request for proposal that requires separate technical and cost proposals to be evaluated for Best Value for award of the project. The technical evaluation criteria will be established in the RPF. Large business firms are required to submit a subcontracting plan. The subcontracting goals are 65% for small business, 15% for small disadvantaged business, 8% of women owned small business and 1.5% for HubZone business. The subcontracting plan should be submitted with proposal. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
