Description of work: Work consists of construction of a Two-Phase Barracks Complex located at Hunter Army Airfield, Georgia. Phase I consists of construction of a 192 space Multi-Story Barracks Building, a Battalion HQs Building and four Company Operations Buildings complete with sitework, parking, and landscaping. Phase II consists of a 264 space Multi-Story Barracks Building, Dining Facility, Battalion HQs Building, Soldier Community Building, and five Company Operations Buildings with sitework, parking and landscaping. Network Analysis System will be required. Estimated cost range of project is from $25,000,000.00 to $100,000,000.00. THIS SOLICITATION IS ISSUED ON AN UNRESTRICTED BASIS PURSUANT TO THE "BUSINESS OPPORTUNITY DEVELOPMENT REFORM ACT OF 1988" (PUBLIC LAW 100-656). Offerors are required to submit both cost and technical proposal information as stated in the solicitation. This will be a firm fixed price contract. The selection process is "low price, technically acceptable". All factors andsub-factors are of equal weight. If any one sub-factor is rated a No-Go, the offeror's proposal is not acceptable. FACTOR 1: EXPERIENCE. Offerors shall be evaluated on the firm's experience in completing contracts in the last five years involving construction of military Barracks similar in scope and complexity to this project. FACTOR 2: PAST PERFORMANCE. Offerors shall be evaluated on their success in meeting schedule requirements and their success in complying with requirements and standards of workmanship exhibited in past contracts. 2.1 Sub-Factor A. Timeliness of Past Performance. Offerors shall be evaluated on their success in completing construction contracts on schedule. 2.2 Sub-Factor B. Quality of Past Performance. Offerors shall be evaluated on their success in complying with requirements of past contracts and standards of workmanship exhibited in past contracts. FACTOR 3: EFFECTIVENESS OF MANAGEMENT: Offerors shall be evaluated on the effectiveness of their management exhibited in past contracts.FACTOR 4: COMPLIANCE WITH SAFETY STANDARDS.
