construct an expansion to the Processing and Distribution Center, 1900
W. Oakland Park Boulevard, Fort Lauderdale, FL 33310-9997. The
Design/Build Contractor shall fast track the Design and Construction of
approximately 79,200 gross square feet building expansion as defined in
the guidelines, drawings, specifications, and all applicable building
codes, etc. Design services and design support services will be
required as well as construction activities. Partial demolition of
existing building/equipment, utilities, landscaping, storm drainage,
concrete sidewalk/pads/curbs, canopies, sprinkler systems, platforms,
sheds, fencing, paving, etc., as required. The existing facility is
approximately 277,000 net sq. ft. and the original building was built
in 1973. The expansion will be on the east side of the existing
facility and will displace the maintenance areas in the east building
wing. The facility must remain fully operational at all times. Phasing
of the workwill be necessary. The building expansion is a concrete
slab on grade with foundations as required, steel structure, metal
insulated deck with a 4-ply built-up roofing system, reinforced masonry
exterior walls with EIFS finish, etc. The existing facility's HVAC
system (water and air) will have to be balanced when the building
expansion is complete. Provide HVAC, compressed air, etc., systems,
utilities, landscaping, storm drainage, concrete sidewalks/pads,
lawn/building sprinkler systems, separate utility building, loading
dock equipment, etc., in accordance with plans and specifications. The
Technical Qualifications Evaluation is based on a 100-point total
(Experience -- 40 points, Management Plan -- 25 points, Financial
Capability -- 15 points, Organization -- 15 points, Statement of Entity
Backlog -- 5 points). Errors and omissions insurance in the amount of
$1,000,000 will be required. After final approval of funding by the
Postal Service, and successful negotiations, a contract will be awarded
to the general contractor whose proposal offers the best value to the
Postal Service. That design/build firm will proceed with the completion
of design documents to 100 percent and construction of the expansion to
the facility. It is prohibited to pay any fee, commission, percentage,
or brokerage fee to any person or firm contingent upon, or resulting
from, award of contract for the project. Contractors/Offerors are

construction estimated completion date is 455 calendar days after
receipt of Notice to Proceed. The issue date is May 25, 2000. Proposals
are due June 28, 2000, at 4 p.m. The cost range is between $6.7 million
to $7.2 million. A Preproposal Conference is scheduled in Room 110 at
the facility for June 9, 2000, at 9:00 a.m. A walk-through will occur
