Presolicitation Notice -- The Puerto Rico Air National Guard is soliciting the construction of the Parking Apron Addition, PN: TUMR 989014 to be constructed at the Muniz Air National Guard Base, Carolina, Puerto Rico. This project consists of the removal and replacement of approx. 15,900 SY of concrete and all inclusive work required to complete the construction as indicated in the drawings and specifications. Security Fencing, Electrical, Sewer, Fire Hydrants, Man Hole installations and other disciplines will participate as part of the construction. Two options shall be included as pricing in the bid package, Option 1 is for ramp lighting; Option 2 is for additional pavement to be installed. The performance period for the project, including the options shall be 180 Calendar days. The prime contractor shall be responsible for all work as indicated on the drawings and in the specifications, and any work incidental to the project that is required to be completed in order for the contractor to provide the Government a complete and useable project. Contractor shall be required to coordinate with Local Airport Authorities, other contractors working within same vicinity and Air National Guard security personnel. Dollar Magnitude of the construction project is $1,000,000 -- $5,000,000.00. The procurement is "unrestricted" per CPL 99-02. A Large business shall be required to submit a Small Business Subcontracting Plan as per FAR Part 19.702 within 10 calendar days of written notice from the Contracting officer. Failure to submit the subcontracting plan as required, shall determine the contractor ineligible for award. As per FAR Part 19.1307 the solicitation shall allow for HUBZONE Small business preference evaluation in the solicitation. All interested parties are encouraged to request the bid documents. The solicitation, specifications and drawings are available on CD-ROM for no charge, or a hard copy of the Solicitation, Specifications and Drawings can be purchased for a non-refundable cost of $125.00. Thecontractor shall request the solicitation in writing on Company letterhead, specifying the preferred method to send the documents. A certified company check in the amount of One Hundred and Twenty-five Dollars ($125.00) made payable to "United States Treasury" shall accompany the letter if hard copy is requested.
