NASA/JSC plans to issue a Request for Quotation (RFQ) for a Total Containment Trap with a Dust Collection Unit to be used for live-fire weapons training of the security guard forces at White Sands Test Facility. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Action Target Inc. Provo, Utah. The procurement is made pursuant to FAR 13.106-1(b) for acquisition of supplies or services determined to be reasonably available from only one source. The Action Target Inc. total containment trap is the only known bullet containment system that does not generate hazardous waste and provides a high level of safety because the design eliminates ricochets and lead dust issues. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 21, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
