synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The Request for Proposal (RFP) number
is 828846. This acquisition is 100% set-aside for small business. The
Standard Industrial Classification (SIC) code is 3861, the size
standard is 500 employees. The RFP incorporates provisions and clauses
that are in effect through Federal Acquisition Circular 97-16. The
Federal Bureau of Investigation (FBI) intends to award a firm-fixed
price contract under RFP 828846 for the following: Weatherproof Remote
Control Camera System, Quantity of 4 ea. The requirements for the
system are as follows: (1) Mechanical. The camera/pan & tilt system
must be weatherproof; capable of 350 degrees pan rotation; capable of
180 degrees of elevation (+/-90 degrees); poleor tripod mounted;
requires a joystick for remote operation of pan/tilt and lens; and be
of modular construction, camera section, servo section, control
section. (2) Camera/Lens. Panasonic WV-E590 shall be used and will be
supplied as GFE by the FBI; Fujinon A19x8.7 with 2x extender 2/3" lens
(Panasonic WVLC25 required); and capable of accepting the Panasonic
AW-E600. (3) Control System. The control system requires spread
spectrum RF link for remote control functions; remote control of pan &
tilt via joystick; remote control of zoom, iris, & focus via a
joystick; remote control of all camera functions, as well as 2x
extender via laptop and software; capable of using dial up modems when
a RF link is not available; and must be capable of being daisy chained
up to ten camera systems. (4) Technical. The system shall be capable of
operating on battery power; a video link is supplied by the FBI;
include a lightweight Pentium laptop computer with camera control
software; laptop and joystick must be capable of controlling up to 10
systems; capable of using mixed control systems,i.e., dial-up and RF
link; and pan & tilt control needs to be proportional and have at least
12 bit resolution. Delivery of system shall be within 120 days ARO.
Offerors shall prepare proposals in accordance with the provision at
FAR Clause 52.212-1, Instructions to Offerors -- Commercial Items, and
shall include the following information with the technical portion:
(1) "past performance" references are to include names, addresses,
telephone and facsimile numbers of previous contractors, either
government or commercial, that have been customers within the past
three years; and (2) a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items. As an
ADDENDUM to 52.212-1, paragraph (b), Submission of Offers, is modified
to read as follows: "Submit signed and dated offers to the attention
of Mr. James F. Driscoll, Contracting Officer, FBI Engineering Research
Facility, Bldg #27958A, Room C235, Quantico, Virginia, 22135." All
proposals are due by 2:00 PM, EDT, 7/11/2000. Incorporated by reference
are FAR Clauses 52.212-4, Contract Terms and Conditions and 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, with the following FAR clauses
applicable under paragraph (b): 52.203-6, 52.219-8, 52.219-14,
52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and
52.232-33. FAR 52.245-4, Government-Furnished Property (Short Form),
and FAR Clause 52.212-2, Evaluation -- Commercial Items, are
incorporated by reference and applies to this acquisition. ADDENDUM
52.212-2(a)states the award will be based on best value to the
government. The following factors shall be used to evaluate offers:
technical capability of the item offered to meet the government
requirement; past performance, and price. Technical and past
performance when combined are significantly more important than price.
However, as proposals become more equal in their technical merit, the
evaluated price becomes the determining factor. Past Performance will
be based on telephonic performance evaluations received from contacts
provided in the proposal. Any vendor not having government or
commercial experience will be rated as "Neutral." Offerors must
acquaint themselves with the new regulations concerning Commercial Item
acquisition contained at FAR Subpart 12 and must ensure that all
Representations and Certifications (located on the Internet) are
executed and returned as required in this synopsis/solicitation. The
