Social Security Administration (SSA) is interested in receiving
quotations from firms that can provide BrioQuery Explorer 6.0 Software,
manufacturer's part number 17001 and coordinating on-site training as
described below. This is a combined synopsis/request for quotations
numbered SSA-RFQ-00-1266 for commercial item software and services
prepared in accordance with FAR subpart 12.6 as supplemented with
additional information included in this notice. THIS IS THE ONLY
ANNOUNCEMENT. Quotations are being requested; a separate, written
request for quotation will not be issued. This procurement is being
conducted as a simplified acquisition in accordance with FAR Part 13.
The standard industrial classification code for this acquisition is
7372. The small business size standard is $18 million. This request for
quotation and incorporated provisions and clauses are those in effect
through the latest Federal Acquisition Circular. BACKGROUND: The
purpose of the prospective order is to provide the SSA, Officeof the
Commissioner, with BrioQuery Explorer 6.0 software and ensuing on-site
training to provide ad hoc reporting for certain users of the Talking
and Listening to Customers System (TLCS). The TLCS shall afford SSA a
means of recording feedback from its customers. This feedback will
fall into three categories: complaints, compliments and suggestions.
The system will allow SSA to deal with feedback on an individual basis,
as well as allowing the administration to address issues that have
effects on many of our customers. REQUIREMENTS: 1) Line Item
1-BrioQuery Explorer 6.0, manufacturer's part number 17001, quantity of
70 each; 2) Line Item 2-in conjunction with this software, SSA will
also require on-site training at the SSA, 6401 Security Blvd.,
Baltimore, MD 21235 with the following specifics: a) training shall be
scheduled for 2-day sessions with the following tentative dates within
the timeframe hours of 8:30 a.m. through 5:00 p.m. -- August 7-8, 2000;
August 9-10, 2000; August 14-15, 2000; August 16-17, 2000 and September
11-12, 2000; b) Training shall only be conducted by those vendors who
can offer CERTIFIED BRIO INSTRUCTORS, the instructor must also be an
expert Brio user, programmer and administrator, as well as being an
experienced instructor; c) training facilities have been reserved at
the SSA for those dates specified in paragraph 1. a, above; d)
approximately 15 pupils per class; and e) certificates shall be issued
to those students who successfully complete the training requirements;
3) Travel and per diem expenses shall be calculated as a separate
expense on the RFQ, unless all travel expenses are included in the
hourly/daily rates and shall be based upon the latest Federal Training
Regulations (FTRs); and 4) DELIVERY: Line Item 1 to the Social
Security Administration, Receiving Clerk, 6401 Security Blvd,
Baltimore, MD 21235 must be received at this address no later than July
7, 2000. Additional information: 1) offerors shall quote on all or none
of the items identified in the RFQ; 2) it is believed that the
described software is proprietary to Brio Technology and as a result,
the maintenance support services may also be proprietary and cannot be
performed by another firm; and 3) the software will reside on various
workstations installed with Windows NT version 4.0 throughout the SSA
main complex and Regional Contracting Offices. RFQ INSTRUCTIONS -- The
following provisions at FAR 52.212-1 Instructions to Offerors --
Commercial, (tailored) apply to this acquisition: (b)1 through (b)9,
(b)11, (c), (f), and (g). There are no addenda to these provisions. The
provisions at FAR Part 52.212-2 Evaluation -- Commercial Items apply to
this acquisition. The Government will award a purchase order resulting
from this request for quotation to the responsible offeror whose offer
confirming to this request for quotation will be most advantageous to
the Government, price and other factors considered (ability to meet the
required delivery date and on-site training dates). A written notice of
award or acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
offer, shall result in a binding contract without further action by
either party. Before the offer's specified expiration date, the
Government may accept an offer, whether or not there are negotiations
after its receipt. Offerors are advised to include a copy of the
provision at FAR Part 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with their offer. The provisions at
FAR Part 52.212-4, Contract Terms and Conditions -- Commercial Items,
apply to this acquisition. There are no addenda to these provisions.
The following provisions at FAR part 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (tailored), apply to this acquisition: (a)(1), (a)(2),
(b)(1), (b)(11) through (b)(16), and (b)(23). Quotations in response to
this request shall be submitted within 15 calendar days from the posted
date of this announcement, by 3:00 p.m. Eastern Daylight Time, to the
