E-MAIL: B. Terry Cobb, t.g.cobb@larc.nasa.gov. NASA/LaRC plans to issue a Request for Quotation (RFQ) for INFLATABLE, RIGIDIZABLE COLUMN TEST SPECIMENS. The contractor shall fabricate, assemble, and deliver seven test articles for a program at LaRC for the purpose of characterizing the structural behavior of inflatable-rigidizable columns. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from L'Garde, Inc. The contractor has provided inflatable-ridigizable aluminum laminate columns to the structural characterization test program under a previous NASA/LaRC contract. Additional inflatable-rigidizable aluminum laminate and thermoplastic (Sub-Tg) columns are required to establish a statistical data base. L'Garde's fabrication processes are unique and not the same as used by other companies. Continuity in the test program must be maintained for the verification of proper statisitical data. Under authority of FAR 6.302-1. The Government intends to acquire a commercial item using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
