The Federal Highway Administration has a requirement for a study for a comprehensive vehicle rollover research program with three primary objectives. These objectives include: 1) determine, from a more through analysis of the problem, the specific causes of rollover events associated with the full range of passenger vehicle collisions in which such an event occurs. This effort may include both analytical analysis and simulation, and the acquisition and review of detailed crash investigation data, and if necessary, the acquisition of supplemental post-crash site data, 2) based on findings from the more through analysis and simulation of the problem, develop and investigate countermeasures to mitigate the frequency and severity of rollover collisions. The treatments should be related to the design of the roadway and roadside and the man-made objects present on the roadside ( e.g., culvert ends, inlets, signs and barriers, edge drop-offs, small curbs, soft soil on slopes, etc, 3) develop guidance for practitioners on the identification of site features with high rollover potential and the implementation of countermeasures to minimize such problems. This proposed effort is designated for full and open competition. The solicitation, all related documents and amendments, if any, will only be released and available through the Electronic Posting System (EPS) at http://www.eps.gov under the EPS for Vendors option followed by selection of the DOT Center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be accepted. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the EPS website for any solicitation amendments.
