Air Warfare Center Training Systems Division (NAWCTSD), U.S. Army
Simulation, Training and Instrumentation Command (STRICOM), Air Force
Agency for Modeling and Simulation (AFAMS), and the Marine Corps
Program Office (MCPO), all of Orlando, FL, have comprehensive modeling,
simulation, instrumentation and training systems responsibilities
ranging from research and technology base development through systems
acquisition and life cycle support. The missions of these organizations
support a broad customer base, including all military services, DoD,
and non-DoD organizations. This synopsis seeks the identification of
potential behavior representation program planning covered by the
NAWCTSD Broad Agency Announcement BAA NAWCTSD 96-1, previously
synopsized. Specifically, Part III (Research Interests), Topic 3-G
(Expert Systems Technologies for Training). This synopsis seeks the
identification and solicitation of inputs and ideas for a Behavior
Representation Program planning process. The Defense Modeling &
Simulation Office (DMSO) is defining human and organizational behavior
representation as a term to denote a computer based model that mimics
the behavior of a single human or the collective behavior of a group
of humans. There is considerable agreement among users of military
simulations that the current generation of human and organizational
behavior representations is limited in scope and lacks realism. Areas
within the Behavior Representation Program that require research and
development are: (a) a next generation synthetic force that is flexible
in design, (b) decision-making models that are not based on
optimization techniques, and (c) components for a common Behavior
Representation modeling and development environment. The Government is
prepared to sponsor up to $100K for ten or more research and
development Behavior Representation contracts. Government
organizations, commercial companies, universities, and other non-profit
organizations capable of conducting appropriate research and
development, in whole or in part, are invited to respond to this
notice. The four step sequence is as follows: (1) telephone call to
technical point of contact (TPOC); (2) informal project paper; (3)
proposal (if invited); and (4) contract award for selected projects.
The TPOC is Dr. Ruth Willis, (703)998-0660. The informal project paper
shall address, at a minimum, the interested party's research,
development, and demonstration idea/capability; technical challenge
that can be addressed; maturity of the modeling and simulation
technology; previous experience with similar efforts; business size;
and a single corporate point of contact. The informal project paper
should be limited to five single-spaced pages and may be accompanied by
company capability statements, catalogs, or published literature
describing research and development activities, products and product
capability. Informal project papers shall be submitted to Dr. Ruth
Willis (rpwillis@dmso.mil) (e-mail attachments must be readable by
Microsoft Word Version 6) or mailed to Director, Defense Modeling &
Simulation Office, Attn: Dr. Ruth Willis, 1901 North Beauregard St.,
Suite 500, Alexandria, VA 22311-1705, no later than 28 Jun 2000. All
project papers will be evaluated before any invitation to submit a
proposal is made. This sequence allows earliest determination of the
potential for funding and avoids contractor and government time spent
on efforts that may have little chance of being supported. When and if
an interested party is invited to submit a proposal, it should be sent

BAA 96-1 Rev 2 for specific information on proposal preparation,
proposal evaluation, proposal forms, and other research interest areas.
