Protection Agency has a requirement for technical and analytical
support for (a) development and analyses of indoor pollutant exposure
and contamination problems, (b) policy and outreach aspects of indoor
air pollutant issues, (c) technology transfer development and
dissemination, (d) development and dissemination of information on
indoor air quality problems and solutions; and (e) general meeting
support. The support may include development and analysis of data and
methodologies through problem assessments, diagnoses, mitigation, and
prevention efforts for radon and other airborne radionuclide programs;
development of new strategies and evaluation of existing strategies
related to indoor air pollutants; policy, outreach and technical
support for education and prevention concerning the health effects
caused by various indoor air pollutants/contaminants; support in the
development of new plans and evaluation of existing plans for
determining effectiveness of indoor pollutant/contaminant program risk
reduction/implementation activities; support in identification and
evaluation of alternative approaches for indoor air pollutant controls,
risk reduction, and public health and environmental protection;
development of study plans and conducting surveys of radon and related
indoor pollutant exposure environments, pathway, and sources; support
for indoor air pollutant technical support documents; identifying the
need for additional information products and development of guidance
for a broad range of fields dealing with indoor environmental quality,
including building occupants, designers and builders of all types of
structures; development and implementation of public outreach,
educational, and other information transfer programs for key indoor air
hazards and their characterization, assessment, measurement, etc.;
support in the design, implementation, marketing and maintenance of a
national media campaign centered on various air quality issues in
indoor environments; and designers/fabricators of heating and
ventilation equipment, state/local officials, etc. EPA anticipates the
award of a hybrid contract that is both cost-plus-fixed-fee and firm,
fixed-price, and has both level-of-effort and performance-based
components. The level of effort portion will include a potential
maximum of 75,800 labor hours consisting of a base requirement of
10,400 labor hours plus 9,600 optional hours. In addition, the contract
will allow for three (3) 12-month options for 10,400 basic and 8,200
optional hours each. The fixed priced portions of the Statement of Work
will also be for a base and three (3) 12-month options. A DRAFT copy of
the Conflict of Interest (COI) related clauses, provisions, and
representations and certifications are posted on the Internet for
information purposes at: http://www.epa.gov/oam/rtp_cmd. SIC number
8748 applies with a size standard of $5M in average annual receipts
over the last three years. The solicitation is anticipated to be issued
approximately 6/21/00, as a full and open competition. Proposals will
be due approximately 30 days after issuance of the solicitation. This
is a follow-on to contract number 68D98007 with S. Cohen & Associates.
The solicitation and any amendments will be available via the Internet
World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged
to access the solicitation and any amendments via the Internet. If you
obtain a copy of the solicitation via the Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. Firms who do NOT have the capability to
obtain the solicitation from the Internet may submit a written request
for a diskette with the solicitation in WordPerfect 8.0 format from
the contact point at the address above. However, only those firms who
do NOT have the capability to obtain the solicitation from the Internet
should request a copy of the diskette. Diskettes will not be sent to
those firms who have Internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify
us otherwise. Telephone and fax request will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of the
preliminary source list will be posted along with the solicitation. All
responsible sources may submit a proposal which shall be considered by
