Jones, Code 89-1, (912)439-6715 This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17 and Defense Acquisition Circular 91-13. This action is restricted to small businesses. The following services are required on a 1984 Caterpiller Industrial Tractor, Model 988B, serial Number 50W07008: Engine Overhaul (USMC serial number 278430) to include the removal and re-installation of the engine; cleaning and inspection of all internal parts using manufacturer's specifications; installation of remanufactured cylinder heads and cylinder packs; replacement or reconditioning of the engine oil pump, suction bell and scavenge tube; replacement or recondition of the turbocharger group; replacement of fuel nozzles (new); replacement of fuel pump (new or remanufactured); replacement of all v-belts (new); replacement of all water hoses (new); replacement of all rod and main bearings (new); replacement of oil, fuel, water, and air filters; cleaning and testing of oil cooler; complete diagnostic testing; and painting of the engine to original manufacture's standards. Transmission overhaul to include the removal and reinstallation of the transmission (to be done in conjunction with engine overhaul); cleaning and inspection of all internal parts using manufacturer's specifications; replacement of planetary gears, upper/lower speed shafts, bearings, seals, locks, ring gears, sun gears, and plates; reconditioning of the torque converter (to include replacement of turbine, stator, and impeller); complete diagnostic testing; and painting of the transmission to original manufacturer's standards. Replacement and installationof new tires (4), tire size 35/65-33, L-4 industrial lug, 24 ply. Pick-up and delivery shall be F.O.B. Destination, MCLB Albany, GA, 31704 with inspection/acceptance at destination. Delivery will be coordinated with requesting activity, after award. FAR Clauses/Provisions: 52.203-3, Gratuities, 52.212-1, Instructions to Offerors Commercial Items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, is considered to be the best value to the Government. The following FAR Clauses apply: 52.222-41 Service Contract Act of 1965, as amended; 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items (incorporating 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, Affirmative Action for Handicapped Workers, 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial service, provided such warranty is available at no additional cost to the Government. In addition, a (1) year warranty is required on all parts and labor, to include transportation charges, on all engine and transmission repair/service. Offerors responding to this announcement must provide the information contained in 52.212-1, Instruction to Offerors Commercial Items. The offeror should also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register or accept the Government Credit Card (MasterCard) as a form of payment to be eligible for award. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
