Standard Industry Code (SIC) for this procurement is 8711, the Federal
Supply Class (FSC) is JO14. Design Agent Engineering Services for the
Guided Missile Launching System (GMLS) and peripheral equipment. Port
Hueneme Division, Naval Surface Warfare Center intends to issue a
request for proposal to United Defense Limited Partnership (UDLP),
Armament Systems Division, 4800 E. River Road, Minneapolis, MN. This
request for proposal shall be on a sole source basis for design agent
services to support the Guided Missile Launching Systems (GMLS) MK 10,
MK 13, MK 22 and MK 26; GMLS/MSL Simulator MK 72; Digital Data
Distribution Set AN/USC-40(v); launcher training programs and launcher
training equipment. The contractor shall perform the following:
engineering investigations and design studies to resolve fleet problems
and improve reliability; develop equipment and program changes to
resolve fleet problems and improve reliability; prototype, test and
proof-in equipment changes; prepare logistics to support equipment
changes; and develop component/system procedures for overhaul, repair,
installation alignment and testing of the above systems and
components. UDLP is the original designer, developer and sole producer
of the above systems and has custody of full scale GMLS Land Based
Test Units (LBTUs) for design and test purposes. UDLP is the only firm
possessing the in-depth technical knowledge, experience and
capabilities required to manufacture, alter and repair these systems
and their components. UDLP is the only firm that has access to the
required facilities, special tooling, test equipment and computer
program maintenance equipment as established for program support by
NAVSEA. The proposed design agent contract is a follow on to PHD/NSWC
Contract N63393-98-D-2215 and shall be a sole source, cost-plus-fixed
fee, level of effort, indefinite quantity contract. The contract shall
be for a base year starting 1 December 2000 and three option years.
The estimated number of labor hours are as follows: Base Year -- 46,500
hours, Option One -- 23,250 hours, Option Two -- 20,250 hours, Option
Three -- 20,250 hours. The total estimated labor hours for this
requirement are 110,250. F.O.B. Destination Port Hueneme, CA. The
anticipated release date for this solicitation is 27 June 2000. To

the PHD NSWC Acquisition Department Bid Board at 4363 Missile Way,
