The 11th Contracting Squadron, Bolling AFB, DC is conducting a competitive sourcing study utilizing OMB Circular A-76 Revised Supplemental Handbook, Air Force Commercial Activities Program Instruction, and the Federal Acquisition Regulation and its Supplements. This study will be conducted using Full and Open Competition to compete against the Government_s Most Efficient Organization (MEO). The purpose of this study is to determine if it is more efficient for Government operated or contractor operated functions within Logistics. The study will include Transportation and Supply Support services. Transportation services will include vehicle maintenance, vehicle operations (to include cargo and ground passenger transportation), deployment and contingency functions, personal property management, and official travel. Supply services will include supply support, inventory tracking and accounting, ground fuels services, contingency services, funds management, and HazMat pharmacy operations. Services shall be provided in accordance with all USAF and 11th Wing procedures/regulations. This service is subject to the Service Contract Act. The RFP and all associated documents when issued will be posted on the Electronic Posting System (EPS) home page. A DRAFT solicitation will be released on or about 19 Jun 00 with the Final RFP being released on or about 12 Sep 00.
