Campbell, KY is interested in obtaining sources that would be
interested in separate actions for Pick-up and Transportation for
Regulated Medical Waste for Blanchfield Army Community Hospital (BACH),
Hospital Environmental Services at BACH and Repair, Maintenance and
Operation of Medical and Dental (MEDDAC) Facilities at Fort Campbell,
KY. This is for informational purposes only. A requirement for these
services has not been received; however, it will help determine whether
to continue to provide these services by regional contracts, or to
locally procure the services. A condensed scope of work for each
action, applicable documents and information regarding site visits
follows. Upon conclusion of the site visits, Fort Campbell is asking
interested sources to provide a total dollar figure (per action) of
what the estimated cost would be for one year. You will not be held to
any figure(s) that you provide. This will decide whether the action
will be procured locally, or continue to be procured by a regional
contract. You can submit pricing on any one action or all three
actions. The date pricing is required is not later than 4:00 p.m., CDT,

procurement sensitive. ACTION #1 GENERAL REGULATED MEDICAL WASTE
PICK-UP AND TRANSPORTATION FOR BLANCHFIELD ARMY COMMUNITY HOSPITAL
(BACH) AT FORT CAMPBELL, KY 1. The Contractor shall provide all
management, labor, supervision, training, transportation, equipment and
materials to collect, transport and dispose of an average of 4,127
pounds of regulated medical and chemotherapy waste generated monthly
from 464,414 square feet of floor space in a medical treatment facility
and nineteen related buildings. Waste is to be transported from the
main hospital to a destruction facility in Kentucky or Tennessee, in
compliance with Federal, State and local laws and regulations. 2. The
Contractor shall be a licensed, registered or permitted regulated
medical waste transporter in accordance with Federal, State and local
laws and regulations. All permits, licenses, etc., shall be provided to
the Contracting Officer should this action become an actual
requirement. 3. The Contractor shall provide a contingency plan in the
event of vehicle breakdown, natural disasters, or employee strike
should this action become an actual requirement. 4. The Contractor
shall provide a performance plan in addition to a quality control
program to insure the requirements of the contract will be attained
should this action become an actual requirement. 5. Medical and Dental
Activities (MEDDAC), Fort Campbell, reserves the right to add or
delete buildings requiring services to the contracting agreement during
the life of the contract. 6. The site visit for this action will be
held on 19 and 20 June 2000 from 8:00 a.m. through 16:00 p.m. at BACH

________________________ ACTION #2 GENERAL HOSPITAL ENVIRONMENTAL
SERVICES BLANCHFIELD ARMY COMMUNITY HOSPITAL (BACH) FORT CAMPBELL, KY
1. The Contractor shall provide all management, labor, supervision,
training, transportation, equipment and materials to provide complete
Hospital Housekeeping (Environmental Services) in accordance with Joint
Commission on Accreditation of Healthcare Organizations (JCAHO) and
infection control for an aggregate total of 464,414 square feet of
space in a Military Medical Treatment Facility. Square feet includes
387,422 square feet of ancillary areas and 76,992 square feet of
critical patient care areas both inside and outside of the main
facility. Of the aggregate square footage, 116,123 require complete
seven-day services and 213,264 require complete five-day services.
Those activities requiring lessthan five-day services, requires waste
pick-up and latrine services, five-days a week. Square feet include
nineteen medically related outside buildings. All buildings and
facilities are located at Fort Campbell, KY and are within a three to
four mile radius of the installation. Medical and Dental Activities
(MEDDAC), Fort Campbell, reserves the right to add or delete buildings
or activities to the contracting agreement as required to meet its
mission. The Contractor shall be required to provide a Certified
Executive Housekeeper as an on-site superintendent. 2. Services to be
contracted include the pick-up and transport of solid and regulated
medical waste and infectious linens from activities and buildings
serviced to central locations in the main hospital. 3. Services will be
provided in three shifts on a twenty-four hour basis, seven days per
week. The bulk of services are provided on the second shift from 4:00
p.m. to 12:00 midnight, central standard time. Limited services in the
Emergency Center, Laborand Delivery, In-patient units and emergency
services throughout the contracted areas will be on a twenty-four hour
basis. Nine lock-in full time equivalents are required on the day
shift, two on the evening shift and one on the night shift, seven days
per week. 4. Services include the maintenance of approximately 200,000
square feet of lawn area not located at the main hospital that will be
maintained on an eight-month basis (April-November). Snow and ice
removal is required for steps, walkways, stairs, loading and compactor
docks. 5. Contractor personnel are currently unionized. Contingency
plans in the event of a strike or natural disaster are required should
this action become an actual requirement. 6. The Contractor shall
provide a performance plan in addition to a quality control program to
insure that the requirements of the contract will be attained should
this action become an actual requirement. 7. The site visit for this
action will be held on 19 and 20 June 2000 from 8:00 a.m. through 16:00

ACTION #3 REPAIR, MAINTENANCE AND OPERATION OF MEDICAL AND DENTAL
ACTIVITIES (MEDDAC) AT FORT CAMPBELL, KY 1. The Contractor shall
furnish all labor, materials and equipment to perform repair,
maintenance and operation of the attached facilities. The scope
includes medical buildings and supporting facilities of Blanchfield
Army Community Hospital (BACH) at Fort Campbell, KY. This will be an
umbrella contract encompassing buildings, grounds, and building
components, both internal and external. The intent of the contract is
to ensure all building systems are in satisfactory operating condition
on a twenty-four hour basis, seven days per week. Heavy emphasis is
placed on preventive maintenance. The Contractor shall incorporate a
preventive maintenance program, which includes written procedures and
schedules. The program shall define the inspection interval for each
individual item of equipment and records shall be maintained to reflect
the work performed. A list of buildings, their age and square footage
is attached. 2. The contract shall be familiar with and work shall
conform to codes governing the operation of medical facilities. The
operation and maintenance program shall exhibit extensive knowledge of
National Fire Protection Association codes, Joint Commission on
Accreditation of Healthcare Organizations (JCAHO), and environmental
requirements. 3. The Contractor shall provide work order history
information in the Defense Medical Logistics Standard Support (DMLSS)
format. In addition, the Contractor shall be responsible for providing
a clear audit trail for all material purchased. The audit trail shall
begin at the point of procurement and continue through to ultimate
disposition of the material. The term material here refers to any part,
component, or replacement assembly. The estimated value of this
material is approximately $300,000 per year. 4. The Contractor shall be
responsible for the preparation of theUtility Management Plan and
assure compliance with JCAHO requirements. In addition, the Contractor
shall prepare the contingency plans required by JCAHO. 5. This scope
of work includes operation and maintenance of the following areas:
Interior building maintenance, exterior building maintenance, 590,000
square feet of grounds maintenance at the main hospital to include snow
removal, elevators, cartlifts, heat energy systems, chillers, cooling
towers, air conditioners, refrigeration units, pneumatic tube system,
food service equipment, all plumbing and electrical equipment,
electrical distribution system, exterior lighting, nurse call system,
fire alarm detection and suppression systems, medical gas systems,
utility management systems, emergency generators, and incinerator. 6.
The site visit for this action will be held on 19 and 20 June 2000 from
8:00 a.m. through 16:00 p.m. at BACH Bldg. 650C, Class Room 2CX01.
