U.S. Coast Guard (USCG) is contemplating the award of a contract for
professional services to support its National Pollution Funds Center
(NPFC) in Arlington, VA. USCG will award this contract based on the
best value to the Government. The estimated date of award is on or
before October 1, 2000; a base year and four option years is
anticipated. The successful offeror shall demonstrate relevant
experience in managerial support, project management, claims analysis,
and business process improvement. Claims adjustment requires expertise
in areas including but not limited to: claims investigation and claims
adjudication; accounting and auditing; engineering specialties and
other technical sciences. The contractor shall provide all management,
supervision, personnel, labor, materials and equipment (except for
Government-furnished items) required to perform claims services for the
Oil Spill Liability Trust Fund (OSLTF) within the United States and its
territories. The contractor shall provide access to expert claims
adjusting, project management, accounting and financial, as well as
various expert technical services. The claims services described by the
statement of work shall provide a mechanism enabling the managers at
National Pollution Funds Center (NPFC) to make reasonable decisions,
supported by well documented casework, that result in either
authorizing or denying payments from the OSLTF or proposed improvements
to the business processes. Business improvement requires the analysis
of business, governmental and natural resource impacts; development of
analytical methodologies; analysis of Claims_ business processes,
development of performance measures, improvements and quality
initiatives; and the submission of computerized data and associated
reports and deliverables. The contractor shall also provide
consultation, facilitation, survey and training services to assist,
guide and counsel the NPFC on organizational and business improvement
efforts. The Coast Guard expects the requirements under this contract
to be in the proportion of 80% claims adjustment and 20% business
improvement. The solicitation and any documents related to this

at http://www.eps.gov under _EPS for Vendors_ beginning on June 30,
2000. It is the offeror_s responsibility to monitor this site or the

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has a program to assist minority, women-owned, and
disadvantaged business enterprises to obtain short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For more information on this program, call
